Just to mention it, bot ravens go cloaky too. Anyone around not wanting to hunt those down?
If they just go off, you at least get a 2min timeframe to probe them down and kill them (or wait there till they relog) but no chance on the cloakers.
I personally like the fuel-approche but anything that will enable me to hunt down cloakers will be fine.

I have to appologize for "idiots". EVE gives us the freedom to do what we want to do. Therefore it's up to you how you play. Even if it's senseless or waste of time in my opinion. An afk cloaker alliance to distract the enemy-alliance would be the so called "Psychological Warfare" tactic. Why not!

Getting rid of local would solve macro ratting/mining and afk cloaking but it would ruin the whole game. Removing local is mainly a claim by PvPer to get tons of easy ganks without a challange. The problem is: there would be no targets anymore. Because if local is removed most of the player would quit the game. Why? Because we don't live in EVE 23/7 and fix our RL at DT. The game is mainly about making ISK to play. Without ISK you can't do anything ingame. It was the idea by CCP to create an economic system compared to RL. If you would remove local in 0.0/low-sec you would give the gankers and PvPer a huge advantage and kill the ISK making business completely. Noone will rat, run plexes or missions if you have no idea what's going on in your local. If we would live in EVE we would have pilots getting paid for protecting the ones ratting. And if it's just sitting in shifts at the gates. In RL it would be your job, even if it's boring, to pay the bills. In EVE this will not work. "No local" will additionally overpower cloakers. If you ever had hunted in w-space you will know what I mean. W-space is fun. It's worth to live there and take some risk for better income because the guys who want to kill you need to find the entrance first. That's a fair deal for no local. Once you in w-space with a cloaker it's very easy to pick up targets.

Why is it that some people feel that 0.0 should be in any way safe? Your safety is provided (or not) by your own corp/alliance providing that safety. When you go for a walk do you know automatically where every mugger is? When you go for a drive do you know automatically who every drunk driver is? When you go for a swim at the beach do you know where every rip, shark and jellyfish is?
If you take those much more serious risks everyday and your fine with it it won't take you much to adjust to a afk cloaker in a computer game.
You don't need to know instantly that your either completely safe or at risk in a computer game.
As for the scanner its pretty stupid. You shouldn't need to press scan for it to work, it should be working non-stop like a normal scanning radar system and should alert you if it picks up something you flagged for it to pick up, like a ship.

Dont know about your neighborhood but i actually know mine good enough to tell the answeres to 1. & 2. just by looking out of the window (small town advantage). And about 3. no beach worth going for the next 50kms but you can bet i would at the very least look at the watervalues there if i went at all.
My problem is not with my own safety but with those cloakers being safe from me. Like a beer can dangeling just outside my reach, its frigging annoying that the initiative is entirely one-sided.

I'm not here to be ugly but I'm lost on the OP topic. You want to feel safe in 0.0? An afk cloaker keeps you from feeling safe in 0.0? I keep hearing, "afk cloakers keep me from playing" but how is that?
It seems the people against afk cloakers own a system and want to feel safe. They want to be able to safely farm for isk with little or no danger. I'm not a l337 'vet' but afk cloaking seems to be a great way to stop some bots so it is possible these people want to be be able to use their bots.
I can't see why spending time on stopping afk cloakers is much of a priority for devs at this time. Stopping botters, fixing some ships, fixing some bugs, fixing some weapons/modules, etc. are much, much, much higher priority.
$.02 from a low-sec player who hasn't ventured into 0.0 yet... but when there are no afk cloakers, null-sec will be my new home!!!

AFK cloaking is griefing and it should be banned.
However, I think probing cloakers is not the solution. The long cycle scanner is possible but then when the cycle is over you might decloak someone who just entered the system a few seconds ago and is a legit scout.
My suggestion is to make it a targeted scanner at specific pilots, so when you hit scan it'll promote you to select the pilots you want to scan from local and then you get a hit in 10 or 15 minutes, send an electromagnetic beam or something that will uncloak the afker and prevent him from cloaking for 5 minutes or so. this is to prevent macro recloaking when the cycle is over.
important: this scanner should pause scanning specific pilots if they log off, but resume when they log back in. this is it prevent them from making a macro to log off/in to reset the cycle every 5 minutes.
COVERT OPS SHOULD BE EXCLUDED from decloaking! let the scanner result be (scanner could not locate Mr.XYZ) then you know that he's not griefing.
In the case of recons: to make it fair for recon scouts who stay for an extended period, there should be a timer when the scanner is initiated to search for their own ship signature which shows a count down until the pilot will be revealed. This way the scout can warp out to SS 30 secs before the scan is over, decloak, cycle out, recloak and resume his task.

1. you want to exclude covert cloaks from the scanner. yet most cloakies are using the covert ops cloak. 2. auto log off is one of the most stupid ideas.

However, I think the being able to autoscan carebear ships in 0.0 and having them all explode is not the solution (yet)
My suggestion is to make it a targeted module at specific pilots, so when you hit Destruct Ship it'll promote you to select the pilots you want to explode from local and then you they'll explode in 10 or 15 minutes, send an electromagnetic beam or something that will explode the carebear and prevent him from docking his pod for 5 minutes or so. this is to prevent the carebear from reshipping when the cycle is over.

Please... Show me the devblog, where CCP have revised their oppinion on AFK cloaking. Failing that HTFU and STFU.
Please remember that this is EVE, and the term "griefing" is pretty much never applicable no matter how much you people cry foul.
It's not griefing to declare war on an indy corp.
It's not griefing to pod kill a person, even if you know his clone is out of date.
It's not griefing, when you canflip some poor smuck and blow up his ship.
It's not griefing when the ebil ninja "steals" "your" salvage.
It's not griefing when I leave my computer to go to work, but don't log out.
Yet somehow it's griefing if I stay cloaked in a system for 20 hours.

Your sov-holding alliance where you rat or mine in 0.0 should prevent said cloaker from ever getting to your location in the first place. If you can not protect the space that you have, you should maybe consider stopping the activity that makes the afk cloaker so successful in his mission, and focus your intentions more on stopping any hostiles from reaching your home system.

First: to those that pop up the psychological war argument:
You're talking about that implemented in a game that people play for fun.
Its like saying "I'm not making the game fun for you so you don't play thous I win".
Second:
If other options were open to us we would of went other way.
Oh and:
We have no issues with good old fights and getting hit. This is not about how hard 0.0 life is, it's about a game mechanic been abused and used to ruin other peoples gaming time.
Look at it this way: If you need to sleep 8h a day and that is the time the enemy wakes up to play. How is it fair to use a game mechanic to ruin hes game time??? Go recruit people in other time zones and hit them every day 23/7 I have no issue with that but afk cloaking specially with no option to detect that cloaker shouldn't be a option.

Oh, its your only upgraded system? Maybe you're just a failpet and the cloaker is exactly for this reason there, did you ever think of that?
In a non-pet alliance there is plenty of space to rat in so afk cloaking one of those systems is plain pointless. Not so in a pet space with only limited number of systems available for jewing. So, actually, its probably not afk cloakers fault but yours being a terrible pet. Accept that, stop being terrible pets or simply go back to empire??

Troll or not so far almost everyone that called me/my post noob or troll or w/e didn't have a valid argument on why EVE should keep AFK cloaking as a weapon / why CCP shouldn't change Cloaking except that they do it and it works.
As for the good part in this matter I see good ideas that might actually work out. Just hope ccp's reading here :)
Still so far best ideas here are the probe and/or tower mod cloaked ship scanner with like 10min scan results delay. And yes I can understand the possible abuse as in scanning someone cloaked that just entering the system but that can be fixed with some kind of timer (as in don't report anyone that entered after scanning started) or w/e.

Why not just make it so you can scan down a cloaked ship with a special probe?
That would only be a real problem for the afk guys as non afk pilots should be moving about.

You're making the assumption that afk guys stop their ship.. why would they do that? even at full speed it'll take... just short of forever to travel 1 AU... ---

I think what you mean is you don't want to rat because of AFK cloakers, and the two are not the same at all.
AFK Cloaking is no more a game killer than any other form of PVP, it simply means that you have to actually take some risks whilst ratting. I am not going to say that you should want to take risks, or that you have to make money, but in this situation and in the location you are in, you need to recognise that the solution is most likely in you adapting.
Besides, what makes you approach to the game any better than AFK cloakers?
Someone obviously has an afk cloaking alt.
I don't see how you can compare afk cloaking for 3 weeks equally "game killing" as 3 tengu vs. 3 proteus. You did say -any- other form of pvp, right? Right.
I've mainly watched russian alliances in 0.0 plant 2-3 afk cloakers in another alliances systems. Every FEW DAYS or so they will move about and check the belts aiming to cyno a fleet of black ops or something. The reason people hate this is because you never know when they are active and it's ridiculous for afk cloakers to have absolutely no risk to this tactic. If anything you should have a control tower that decloaks non-alliance in the system every hour or something. This way you can't afk cloak. You'll have to come back atleast every hour and re-cloak.
I hate the fact that people say something is how it should be when it's obviously ruining the gaming experience of a mass majority. 0.0 needs to have risk to EVERY player. Just because you have a cloak does not mean you should be without risk. Even when you're traveling from system to system. If someone plants a container inside of a bubble and you hit it; you're a goner. There should always be risk.
To be able to go afk for DAYS or WEEKS without ANY CONSEQUENCES in 0.0 is unbalanced.

As for the good part in this matter I see good ideas that might actually work out. Just hope ccp's reading here :)
Still so far best ideas here are the probe and/or tower mod cloaked ship scanner with like 10min scan results delay. And yes I can understand the possible abuse as in scanning someone cloaked that just entering the system but that can be fixed with some kind of timer (as in don't report anyone that entered after scanning started) or w/e.
Ok, I'll try an argument. But please, debunk it before continuing your rant. (not that I'm expecting you to.)
The valid argument is: "supplyline interdiction"
Much like the wolfpacks of WW2 in RL, the maybe afk cloaker forces you to step up security. They are not ruining your game, you are. What you need to do, is adapt to this new threat and deploy your escort ships to protect from an attack. And if you can't do this, really it isn't the AFK cloakers fault. You just suck. Sry mate, but that's how it goes.
I am currently ratting on a daily basis in a 0.0 system with cloaked neuts in it. What have I done to combat this, Oh so overpowered technique? I brought friends. ----------- Why is it called common sense, when it's clearly very rare.
I had a mind once, but alas, I seem to have forgotten where I left it.
