To be a little pedantic, no it isn't  UTC has leap seconds added to it every now and again to compensate for the slight slowing of the earth's rotation - GMT doesn't do that and as a result is slightly adrift of UTC - of course, not enough that it'd bother you but I figured I'd share that bit of info as people often don't know they are two different things technically
(Yea, it's a slow day and I have nothing else to do hehe)
Edit: If your interested (I doubt it but hey) there was a leap second last year (2008 into 2009) which resulted in the last minute of 2008 having an extra second as seen below.

I think that CCP is going a great job so far. And yes, it sucks to have the downtime extended, but when you're programming and working with multiple servers, clients, users, versions, etc. or even programming in general, you can anticipate a lot, if not most, of the problems that could/will happen, but never all. While some of you think that they should instead announce an 8 hour downtime for a 2-hour project...probably not a good idea. It'll just make people whine and complain and demand justification for the length of the downtime. I'm sure they want the server back up just as fast as you do. CCP is a business, and in business, time is money. Incursion so far seems to already be doing better than Tyrannis did, and honestly I'd prefer an extended downtime to 19 patch fixes and extended normal downtimes on a regular basis.

After four years, I could care less about 30 minutes, a day or a whole week. I'd wait two weeks if they yanked the restriction on Hybrid Turret Tracking.
