Due to a failure of the database server and the back-up db server, EVE is temporarily unavailable. The cause of the failures are being investigated and the servers will be restored as soon as possible.

The EVE database is temporarily down due to one of the following reasons :
- leaves on the track.
- the wrong kind of snow.
- a union stike due to insufficient amounts of available tartare sauce in the canteen.
- someone desperately needed to plug in an electric nosehair trimmer, and there was only one plug.

grapevine has it that the database crash destroyed all information, the backups were dropped in quafe and the db administrators emigrated to siberia all of a sudden to escape the wrath of a 50k-100k playerbase
As compensation we all get shine new characters with skill points depending on the subscription time, full implants and everyone gets a tech II BPO.
or i could get a life and put this unexpected "free- time" to good use : wash car, clean up desk, do my administration, pay my bills,....

I guess we won't have to wait for too long until we will see self-proclaimed experts posting their analysises of the situation based on their 200 years of experience with maintaining servers flawlessly. Which will be followed then by a numerous amount of replies telling that this downtime thing truly sucks and that we should get our money back or else some odd players will quit. Some apprentice experts close to a degree in computer science will then tell us that as compromise CCP should learn to announce server failures ahead so players can prepare a bit. We also may see a healthy debate that CCP has no qualifications in doing stuff right unlike the participants of that specific debate who are in real life doing 100% perfect work for their money.

since no one fielded this, lemme just assure you that skill training is and always has been absolute. It's time based: the point counter and cute lil progress bar is just infocandy.
If you start a skill that takes 44 days, we can back up the DB, run off with it to Guam, set the colo on fire, rebuild it entirely, buy a new server farm, and restore the DB; and if it takes 30 days to do all this, the game will note the new absolute time at startup and you will have 14 days left. There isn't actually a little dude "training" anything in the servers, you know 
PS: i must apologize, it's entirely my fault. I wound up staying home from work today and can't go anywhere due to car trouble, so of course.

CCP Games are based in Iceland, not the US. As such, they don't celebrate President's Day, and yes, the DBA (and the rest of the Devs/Programmers) are working on a solution to the db problems.
