I distinctly remember Papa Smurf mentioning this offer in a pre-Exodus post, saying that they'll make sure there's always some offer to look forward to (ie, no plateau after which there's no incentive to accumulate LP anymore) and that they currently (a couple of weeks before Exodus) have the 5-run faction BS BPC offer as the highest offer, though he didn't say how much LP it requires.
I don't know how to dig up a post that old unfortunately, but for what it's worth I'm 100% certain of reading that.

Not sure if this is old news, but...
I got a Minmatar UUA Nexus Chip (frigate) from a Core Complexions manufacturing agent (lv1) for 500 LPs, when I had a total of 509 LPs.
As it was my third day in the game, I had no idea what to do with it. But I've got it now and I'll save it for a rainy day.

I can also confirm 100% that some dev (might have been Papa Smurf) said that the top offer is 5X BS BPC.
I can also confirm that other than "navy" corps offer faction ships. I got an offer for a Caldari Navy Hookbill from an agent in Caldari Funds Unlimited.
However I could never find the Olufami DNA. I even petitioned it after searching through all forums and trolled the market and escrow for 10 days straight. Petition was not answered (other than the usual autoanswer)

I know that I saw a post where someone had gotten an Ammatar faction battleship, they posted the picture of it.
This was some time ago, so is there anyone out there who can contest (with fact) that the Ammatar don't give out ships?

I got a Navy Caracal 1-run BPC at 75k LP (Did require a rare tag). At the time I had over 9 standing with the Caldari Navy and I don't know if that affected the offer at all.

specifically the private/sergeant elite ones

I realise that the Intaki Syndicate is probably one of the 'least run' factions due to only consisting of three/four corporations and essentially being an offshoot of the Gallente/Intaki, and possibly because all of their stations are within Imperium (I believe) controlled space, oh and not to mention they have very very little storyline mentions so far, however;
Is it known that they do not give out faction ships (I have seen a screenie [unsure how recent] of an Intaki Synd. Tristan, I am sure) because either a developer told you or because a hardcore agent runner for them hasn't ever had an offer, or because no faction ships are known to exist, or what?
Also, does Imperium or whoever controls the space have anything against agent runners operating around the Intaki Syndicate's area?
Have been considering paying them a visit as they're... well, out of the way and un-camped, but if it really isn't likely to net any decent offers I won't bother.

Serpentis live in Curse and Fountain, Theres to many diffrent factions to name that currently claim Curse but its still a nice region to live in.
For fountain youd need the fountain alliance, i believe they sell travelling/hunting/missions passes for their space as well.

Most Gallente ships has been created with 5 textures; Normal, Navy (Gold/Yellowish), Serpentis(Black), Intaki(Greenish) and a Redish texture who only seems to be used by random npcs and T2 ships.
So while screenshots exist of Gallente ships with these Intaki textures there are no actuall faction ships these agents will offer you.
I hope they one day will since Intaki skins are quite colorfull and look great.

What do you mean with sup factions? Caldari Naavy is a corp of Caldari State, like Lai Dai is another one. There are no sup (maybe you mean sub) factions.
And my information (like posted somewhere above) only Caldari Navy gives out Caldari faction ships.

Heres a List of Corporations that give out Caldari Navy ships, Minmatar Republic Fleet ships, Amarr Navy ships and Gallente Navy ships.
If a corporation you are working for is mentioned on any of those pages they will offer you a navy ship. Regardeless of what their corporation name is.
Ill make a more detailed list inclusing all pirate and neutral factions tommorow afternoon, somewhat busy today.

You could try to see if one of the 4 angel cartel corps will let you work for them.
Killing Arch Angels will drop your Arch Angel (Corp) and Angel Cartel (Faction) standing but the Domination, Salvation and Guardian Angels should still be neutral to you.
And since these 3 corps are part of the Angel Cartel those too offer the Mach
Buuut since the faction hate me, the agents of corporations within the faction will inherit that faction standing towards me, just like corporations do for positive standing... unless it doesn't work the same way in reverse as it does forwards
You need at least a faction standing of -2.00 or better, to work for an agent within that faction. I've had that happened to me as well, so I trained up Criminal Connections to reach that mark and *poof* I could work for Serpentis (the only pirate faction left for me I could work for even with criminal connections).
With -3.5 it shouldn't be too hard.

ooh crap. let's hope the LP reqs didn't change. I'm personally at 650k LPs for the sole reason of not having gotten the farking offer for a BS after 5 weeks of running a mission every day (That's missions after hitting 500k LPs,mind). If the BS reqs just went through the roof it makes me one unhappy camper

I worked for Lai Dai Protection Service, was over 200k LP and got no faction ship or faction ship BPC offer. Not to forget the mail i got from GM. Where did u get these informations?

I'll be pretty upset as i broke the 500k point about 4 weeks ago and the 600k point about a week and a half ago and have just been waiting for the tempest offer. If this IS the new LP requirement then i'm kicking myself for not taking the 450k +5 mem implant offer when i got it

Interesting, very interesting. Now I just need to find access to angel space and some decent agents. That's the hard part
