Ah, turns out Mining Drone I and II have been added to the Tech2 lottery so we can look forward to the usual scarcity and price gouging.

Dont know if this has been noticed, but the patch notes are "wrong" as far as commandship bonuses compared to sisi. On sisi, the BCs are the only ships with the command module bonus. On the patch notes, it says frigs and cruisers...is sisi wrong, or the patch notes?

I was on test just now for the fight club thing with dreads. I missed the first go because the map has been changed - Penirgman to PF-346 14j with a 0.4 in the middle. If there's no more changes to the map, Amarr is pretty cut off and the yulai sellers are going to be whining like mad (all north/south traffic has to pass through at least one 0.4 chokepoint - gate campers rejoice).

Ballistic Control Systems must be online to give their bonus. They no longer operate in a 'passive' mode ok fine. but Cargo Expanders must be online to give their bonus. They no longer operate in a 'passive' capacity. ok what if i have a full hold and run out of power and the expanders go off will it just jettson some of my cargo why this patch is just going to **** off all your customers i seen this happen to SWG there going broke and you will to. people will not pay you to **** them off by nufing stuped stuff what a joke ill give it 1 month then just drop it. i just started playing this game and thought it was the best thing but i should of know that thay would ruin this to oh god what are you people thanking are you on drugs lol yes i just read the patch note's and im ****ed off not happy was a happy customers now i have to look for a new game to play it looks like GRRRRRRRRR

You realise that "capacitor" and "power" are two different things? All things being equal you can NEVER run out of power in the middle of a trip. In other words your problem isn't a problem at all.
Enjoy your new game. I hope you can find one dumbed down enough for your tastes.

Unless of course you offline a module that increases your powergrid output whilst in space, but you would have to be pretty dumb to do that I guess.

If cargo modules have to be active, that means they have to use CPU? So if someone has 3 expanders on a med barge that has crap for cpu to begin with along with 2 strip miners and a fb10(because strip miners a power hungry)dosent seem so cool for the miners. Maybe increase the cpu of barges or leave the cargo expanders as passive? Industrial Revolution ya ok

There shouldn't be any need to do that anyway after the patch... it won't let you undock if the total powergrid requirements of your modules is over the ships powergrid size, whether they are online or not!
Hmm, unless it has been decided that this isn't gonna be implemented (or I'm being stupid and not spotting it), isn't this something that has been left off the patch notes?

I have to say, I'm troubled, and dissapointed by Oveur's response to the concerns raised by some players, in regards to the "fixing" of NPC bounties.
My first concern is that people are seeking clarification, and reasonable information about this "fix" which can potentially have a major impact upon how many players play this game. He / CCP has failed completely to answer these questions, or even aknowledge them. Which rats are fixed? What sec gains will they give? In comparrison, what did they give before? If you are "fixing" 750k rats as is rumored, does that mean that officer rats and higher bountied BS rats will get the old .4% increase?
My second concern is this. It's claimed this is a "bug", or an "exploit". It's claimed this was never intended on CCP's part. The issue with that claim is this: These rats have been giving this sec increase for at least a year, and no official mention from CCP has been made to say they aren't supposed to give those sec increases. If it is true this was not intended, then CCP has allowed this "bug" to be in game for far too long of a time to just yank it out when it's become a huge part of fixing sec status.
I am also curious how something so simple is a bug. A typo in the code? Someone confused w/ their decimal places? That's the only reasonable explanation. That's not a bug, that's imcompitence, and for it to go on so long knowingly, that would actually suggest it was an intended feature rather than a "bug" and CCP has simply changed their minds about it.
My third concern is Oveurs response to those who have raised concerns over this. Essentially, he's said, "This has been a game feature for over a year, but we decided that you're all pansies if you want to be able to fix security status for whatever reason. Therefor, I will make fun of all of you, paying customers, who raised concerns. Deal with it. I'm God."
This type of response, helps no one, in any way. People raise valid concerns and ask for more info, only to be told if you don't like CCP's solution then you're a carebear and to be made fun of by the people who's sallaries you ultimately pay. CCP Customer service 4tw 
A proper response would be to explain the changes, what exactly they will be, and address people's concerns, not laugh at them.
Finally, my last concern is in regards to people who have very bad security status, who either purchase someone elses character with isk, with the intention of fixing the sec status using the game's current mechanics, and people who let their sec status get bad because they were under the belief that it could be fixed with an acceptable amount of NPCing. Those people have basicly been lied to thus far because the game mechanics have been that you can chain certain npc's and get a decent sec increase every 15 minutes. Now, they will either have to become/remain "pirates", stop using the character and start over with a new one, or spend a much more stupid amount of time trying to fix the security status.
And for those people who say "you're a pirate deal with it." Not all people with bad sec are pirates. Not all people who have characters with bad sec are the ones who gave their characters bad sec. Just because someone mines asteroids on occassion doesn't mean they are a carebear. Don't put labels on people just because you don't want to actually open your mind to more sides of the issue than your own.

1. You need a -2.0 standing to care about the consequences. It takes quite a few accidents or vengeful attacks to reach that. And hey, if you're firing on someone who hasn't directly attacked you for some vengeful reason, well sure, that's still piracy.
This doesn't affect those people - the people opening fire on an annoying ore theif, or making a mistake in Empire combat once in a blue moon and taking a tiny negative standing aren't likely to be the ones rushing out to 0.0 to chain 750k BS anyway.
2. If you bought a character with a negative standing - well you knew that going in - boo hoo. what were you expecting? It's not like you're going to fork over isk for a -9.9 character and use it for mining now is it? No, you bought a combat character.
You knew their sec status before you acquired them, just as every single player here knows there are consequences to opening fire on non-war targets. End of story.

And I'm amused and happy about Oveur's responses and the patch in general (small details aside). Go CPP. :)
Why the quoted "fixing"? Seriously, if you can honestly say that you thought the 750k sec reward wasn't a bug, I'm very very surprised (and have a bridge or two I could sell you, cheap :). People have been getting away with utilizing this bug for ages, but now it stops.
You're either an outlaw or you aren't. This will separate the hardcore pirates from the "gate gank on weekends, mine veld other times" wannabe pirate crowd ;). Also, anything that deters podding in non-war situations is good. Most of today's sad pirate ganker crowd will also try to podkill, though they aren't getting anything from it (just because they can). Now it will cost them.
Sure, these changes will suck for some specific people, but on the whole it should be good.

You do realise Cargo Expanders have ZERO fitting requirement, right?
All this change does is mean that if they're in passive mode (ie turned off) they don't give any capacity. This means you have to train the skill in order to turn them on.
Previously it was possible to pass over an industrial ship to another player and have them fly it, without them needing the skills to fit the expanders, because it would give them the bonus even with the module offline.
That is all - no other change - all this will mean is you need Mechanic 1 or Hull upgrades 1 skill trained to use them (depending on type). Not cpu, not power, not capacitor, just a skill.

And you know this how? I know several who've had accidents, or have shot at characters due to non piracy related issues, and have had to go out on npc chaining days to resolve it.

You're right, if you bought a character with negative sec status, you know going into it that you'd have negative sec status. But you also knew that you'd be able to increase it by killing npc's in 0.0 that give .4 increases. Those are, and have been teh game mechanics for at least the past year, some tell me since they started playing at release.
Your statement is the same as saying that if you bought a character that was industrial and you had the intention of using it to mine ice , and then CCP removed ice mining from the game, well you knew going into it that they'd change the game mechanics so your fualt for planning.
A lot of friends of mine have bought accounts with is that had negative sec status, and have spent time fixing their sec to be able to use them anywhere. Just because you buy a character that was a pirate doesn't mean that you shouldn't be able to fix it's sec. Of course, that's how the rules are now, but ccp's wanting to chance that, with little notice I might add. As it is right now one corp mate bought the character of another corp mate who was a pirate before he joined the corp and doesn't play because he is too lazy to fix his sec status. Now he's in a mad rush to fix the security status before the patch, otherwise this recently purchased character becomes either completely worthless, or a much bigger pain to try to repair. It's not his fualt CCP set the rules as they are, and as they have been for over a year, only to change them with a couple day's notice and say "oh this is how it was supposed to be all long, really."

Ummm? My point was that people who buy a character (whether through eBay or some other outlet) should not in any way be a factor in considering what's a problem and what's not. People who have built their main characters through time (and often effort) have a legitimate say in this.

...but as you read in the other thread, they boosted the NPC officer stat gains, so the sky is not falling after all. But getting back to 0 sec will be a rough ride, still.

Security Status given by NPCs will increase with the new patch. Hammerhead has increased the reward as follows:
All baseline entities will reward with 2x the security status. All commanders will give 4x the pre-patch reward. All officers will give 8x the reward.

They paid for the transfer with the isk and the cash CCP charges, and they pay the monthly fee. Just because they decided to spend their isk and buy another character does not mean they don't have any say or that them getting screwed by this does not matter.
If you bought something, you should be able to assume you can use it under the long standing rules you bought it under. To have CCP give everyone a couple days notice that you can't actually do what you were supposed to be able to do is quite backwards.

Ok, I'll concede some of what you say; as long as it's a legal transfer, there is the possibility of someone buying a -10 sec char with the full intention of getting them back to high-sec... but I doubt very many are in this boat, even with the 750k bug that would have been a ton of work. At the end, this *is* a MMORPG, and everyone involved should be aware that things change all the time.
But yes, there may be cases where someone is getting a raw deal on this. That does suck.
That said, I don't personally like bought accounts, and to all problems people may have with them, I still say "good".
What CPP as a company says is another matter. 
How about we just agree to disagree, this isn't really the point of this thread? (and me not liking bought accounts will not make them go away)
