Usually we have TQ restarting and being up withing say 10 minutes, but fairly regularly it seems to either get stuck in a loop where the startup timer continuously resets, or like today just goes back down again after timer expired. I am curious whats going on here? Is this a persistent difficult problem you cant get your head around, or is incidents where the cluster acts up after a new patch, or.... ?

If memory serves, that looping countdown timer you see is actually our limited clients not understanding what the cluster is doing during its start-up routines. My google fu is failing me, but the question has come up before on eve-o forums and a dev type a couple of years ago explained it in better detail.

You better analyse this. Did your fleet of hamsters assemble too late? Did the hamster fleet's FC undock with the wrong clone perhaps? There is a reason for everything! Find it, kill the hamster who was responsible for it, and leave his corpse in front of the house for every other hamster to see and to serve as a reminder. This needs to go smoother!!
