Interstellar Starbase Syndicate [ISS] is building the second neutral, playerdriven trade hub in 0.0 space, accessible to all Eve-players.
For the 0.0 community in the Northern regions, the ISS outpost will be a neutral haven where 0.0 alliance members and private citizens from Empire can trade and exchange goods.
ISS believe the outpost will help facilitate a larger permanent population in the 0.0 regions affected by it.
The outpost will be built and controlled by a separate corporation controlled by ISS, called ISS Borealis Outpost Corporation [ISSBO]. The shares in ISS Borealis corporation will be offered for sale to all pilots in Eve.
Share release timeplan (Eve-time) is as follows: Phase One: 22 Dec (1800 hours) to 24 Dec (1800 hours) ISS members & Pilots and Corporations in alliances who hold claim to Fade, Cloud Ring, Deklein and Pureblind Phase Two: 24 Dec (1800 hours) to 31 Dec (1800 hours) All players and corporations in Eve

A purely technical question with no side to it: what about pilots and corporations in alliances that have long lived in Pure Blind and operated in the North but do not see fit to 'claim' space?
If you wish an example, I am of course thinking of The Star Fraction, do we get into what might be called the 'locals' category or are we excluded?

Sovereignty through POS is a pre-requisite for anchoring outpost construction platforms.

Perhaps i shouldn't post this in here, and let this thread about a great venture stay free of argument. But I find myself unable to just let this piece of flagrant mud raking lie.
Whatever issues BoB may have had with ISS are, as far as we are concerned, past history. They have done as we asked and left our space. Nothing further needs to be said on the matter.
We wish ISS every success in this new outpost. ....

my question is (assuming it goes up in pureblind) what kind of defence infrastructure is going to be employed to stop someone taking it in light of the RMR sovereignty changes?
are ISS effectivly 'moving in' to the region, are they going to laydown pvpers to constantly defend it, dreadnaughts and POSs in the event of a takeover etc. or are they banking on help from the northern alliances if things get heavy?
at least those are the things i'd want to know if i was investing isk into the scheme.

GL, but in reality is an out post in the north realy needed since pure blind has stations?
Suppose the final location you decide on this could decide that as usual but just seems like abit of a waste TBH.
