It will be good to watch ISS slowly dissuade everyone away from their masterplan. Watch for subtle policy changes over the next few months, not big enough to make it onto the forums but noticeable ingame if you look hard enough. Watch for the aligning of PVP groups towards ISS to prepare for the day of reckoning. Be prepared. Trust no-one.
This will be the biggest I told you so in EVE history.

Thats a good question Frank, err... i mean S*$ttake. I think its a case of looking at who stands to benefit from an alliance with ISS. ISS and their outposts are opening up trade, trade that ISS must secure through the gasteways to 0.0. Allying with ISS could provide a cover whereby they operate a monopoly on the gateways to the outposts, which are placed on the main routes into 0.0. It provides for much more secure space, especially this would appeal to people in the north who have for years tried to secure PureBlind totally from freelancers, pirates and evildoers. Secondly, who has enemies near them that also benefit from these outposts. An alliance stands to block their enemies from this resource by joining with a new non-neutral ISS.
In terms of the size of the carrot, I think they need not do much more to attract some of the alliances to be honest, they have already proven themselves a very adept industrial core that any alliance in their right mind would want to latch onto and make use of. It's just a matter of time.

I think it is right to be suspicious of ISS, whether the agenda is real or imagined.
If you have allowed them in your space, you would be wise to closely monitor their activities. To assume they will never be a threat to your sovereignity would be foolish.
