If you have a plane on a runway, on a conveyor belt, and the conveyorbelt moves in the opposite direction at the same speed as the wheels, will the plane take off?
I have an agenda, I want to build things that are cool (Starbases and Outposts count. Probably so do Titans and Motherships), and ideally get fabulously rich. I'd settle for building cool stuff, and being able to afford to fly faction stuff.
Oh, yeah, and I'd like to be famous in EVE. And if I didn't have to run around like quite as much a headless chicken trying to fill the 'Sales Director' role, I'd be a happy bunny too.

ISS have always had 'thier' agenda, the whole outposts thing is just a cover up to something much bigger which you will all find out about later this year. Baldour simply jumped the gun before the time and is now no longer with them. Bookmark his thread, you will see the true colors of ISS and thier real agenda in 0.0 soon.
But I admit it's been an ingenious plan, fortunate, or unfortunately for them I see through it but the journey to the anouncement will be fun so i prefer to let it ride out and make eve history.
All I will say is the sooner ISS is destroyed and sent back to empire the better for all in 0.0. Mark my words..they have an AGENDA and its very clever one, and if you bought shares in the Marginis or Borelis you have been put in a position where you will not be able to fight when the time comes.

I'm going to stand up and say that I might be the only other person that believes the OP. Really. And I wont hide behind an alt.
I think ISS are getting into a position of intense diplomatic and economic power, and are now correctly placed (or soon will be) at the heart of both the north and south. In the outposts the have the vehicle to really change 0.0 as they see fit. Who knows when or what that will be, but I do think that the people behind ISS have an agenda. I hope though, that the militaristic attitudes of the other alliances will mean eventually that their plan falters.

jebus people it's obvious what the ISS plot is.
They are clearly trying to make enough cash to fund their research into tech 2 robot pirate monkies. With this army they can invade Jove space to aquire Oveurs jockstrap while simultaneously hiring [GHSC] to "aquire" tombs nerf bat.
From this they will be able to combine these items into the ultimate destructive weapon for their super titan the ISS Happy Days. The weapon will have all the devestating firepower of tombs nerfbat, able to reduce fleets to rookie ships with faulty self destruct buttons while combining the protective power of oveurs jockstrap.
While the nerbat has been a proven effective weapon capable of reducing many pilots to tears or fits or rage the protective power of the jockstrap has yet to be fully tested. Word is that ISS are currently attempting to bribe somone close to Ovuer into kicking him in the bollox and reporting back on the results.
Only time will tell if this monstrosity will ever see daylight.

Why cant anyone be serious? Is no-one else a little freaked out by how fast ISS have expanded to claim a sizeable chunk of the empire to 0.0 trade?

I'd guess it's because they wouldn't be able to hold onto that chunk of empire to 0.0 trade if a determined PvP alliance wanted to take their outposts.

Perhaps you are right. What PvP organization would not like to be "hired" (so to speak) to become part of ISS on the conditions ISS supplies them with what they need to kill stuff. And from what I understand ISS has the potential to actually do this.
There would need to be big shift of PvP forces from somewhere to ISS, where do you think they would come from? How big must the carrot be?
