The chinese ministry of culture and the great firewall will take care of this problem for all of us. China's culture ministry now requires all game software sold or used in china to have, amonng other things, time limiters built into the software to prevent them from playing more than three hours straight and no more than I believe 15-20 hours a week of any game or possibly games in general. This requirement means Eve will have to shard for china, so that it can install this software reliably on the backend and not the client. From there china will obviously take care of the rest as the state will undoubtedly use its great firewall to block the non-chinese eve servers from being accessed in china. Badda bing, badda boom, done. There may be a grace period before they require existing software to use this, but once it comes into full effect the chinese problems should severely decline at the least.
