Ok here's an easy one... paste something in Chinese and check the responce. how many western people know how to speak Chinese. Google is your friend.
If you say you are from Japan they go nuts. The amount of times I have been called Pig dog. Seems to be a favourite insult of theirs??

Stop the Use of Strip Mining Lasers and Tech II mining lasers in 1.0 and 0.9 space

I remember this nightmare from SB... same arguments, same stubborn political correctness from whiners, yada yada
It's an ugly problem, without an easy answer - SB tried an "asian" server too BTW, twice. First time they tried it it failed due to players forming massively competetive guilds based on Real world politics, China vs S Korea vs Japan.
After that they came to the western servers with the same mentality - Lets all join guilds based on where we live in RL - something i would add is not an entirely chinese trait, but its been my exp that they do it with significatnly more nationalism and xenaphobia than anyone else to date.
Needless to say after that SB chose to give them their own server again in the hope that they would all go play with each other... and they did - the legit "players" moved, the macro'er & Ebayer stayed, in fact they had alts on all the servers... they stay where they can make most cash, period.
Giving the chinese their own server, will... *might* make a number of legit chinese players move to it, but the macro'er ebayers will stay exactly where the money is, so banning IPs... thats the only "automated" answer after that.
I say "automated" because if CCP hired real people to track down macroers, the problem would be over within a month anyways, proactive policing of ones game world ladies and gents.

wont happen by the sounds of it 1000 accounts - 2000 accounts are paying macro miners that makes up 4% of the total revenue - i think we will be ignored all kernite and omber roids are now goen so stealing from macros has become the only method.
COming to high sec near u heh. Now they use apocs oh sweet mother of ****
Anyway more important issue than the macro miners. Obvioulsy there is money in ebay ISK selling so leave em to it even though im totally against it

ISK isn't easy to make in any real quantity unless you invest a lot of time or get lucky with a good BPO. Even if you have access to Arkonor fields as a miner, your get rich quick scheme still requires quite a number of hours mining and hauling to fullfill. I hardly find it suprising that some people prefer to purchase ISK. It's just a different kind of "power gamer" (ie. one with $$$ rather than hh:mm:ss to spend).

But what about the newer guys who have nothing to mine, and what about the real ice miners... macro miners have dumped the price of ice and trit to silly levels where no miners can compete.
1. New guy tries to mine, he can't as there is no ore.
2. When he finds ore he can't make much profit because maco miners dumped the price.
3. He gets fed up so buy's isk off ebay.

And thats not even half of them since the majority didn't disclose their location.
I'm pretty sure i would not want to live in a banned country, since england is in the UK. And there was a awful lot of UK sales...

I don't know if you people know this, but CCP is OK with people buying ISK as long as done with GTC. So if you want to buy ISK you've got to be dumb to pay your money to IGE, etc. Buy GTCs and sell it to the players of EVE for ISK. besides, you get more ISK that way.

It's like the ram I bought for christmas thinking it was from uk. It said uk, even had a union jack...but was from Hong Kong grrr took weeks to get here. You don't have to be from uk to have an ebay account there, I would have thought it would be very easy to set this up for a more lucrative market.

banning ip's for a whole county won't work. sounds good in theory but would
fail in reality due to the aformentioned proxies.
given what we have to work with, persistant stealing of their ore, killing and
petitioning still seems to be the most effectivce method of routing them
from a system and ultimately, the game.
ccp really has no other options than the current system to eradicate
macroers. anything else they do will probably end up hindering gameplay
for all us legit player, which i surely would not want.
as for those calling the OP racist for equating chinese to macros..
-lets not mistake facts for racism, shall we?

all i know is that on monday jan 2 2006 i left station to go do my Evely job of mining and there was not 1 rock but veld left in the whole system...... that is 6 belts in 3 1/2 hours. 
im sorry but for the sake of my job im willing to ban all ip's from asia. if they get ****ed who cares. if more of the macro miners live in europe well suxs to be in europe. also if they all end up to be mexican mining slaves then ban all american IP's. JUST MAKE IT STOP!

As others mentioned I also believe buyers are the problem here, so why not ***** down on them? Shouldnt be to hard to set up a bunch of different adds offering Tech BPO's, ships, ISK's, characters and other stuff that is offered at the moment on eBay, and ban the player as soon as he sends his character name?

it would be really, really easy for them to find the buyer and seller accounts, but they don't do anything.
take the list of players with dozens of macro miner petitions against them, look up their trade/escrow/donation/etc history to see where it goes, ban all involved.
even an IP ban on just the macroers would help a lot because most of them seem to be running very large numbers of accounts simultaneously.

We lock these type of threads and will continue to do so as they always start or end in the same faceless alts making prejudiced statements and sweeping generalisations about our chinese players.
Consider this the first and last public warning, any threads like this attacking chinese players or calling them isk farmers will result in your forum privilages being revoked.

Yes I profundly dislike the chinese nation, because of it's dictatorial government and mostly it's genocid in Tibet, wich is still going on nowadays btw, just in a more subtle way.
Yes I spit on any chinese who supports his current government and it's dangerous nationalism. Just like I do on fachist people. For me they are the same.
Precison: in those three lines above, when I say "chinese" it means "citizen of the so-called democratic republic of china" (I do not mean "asian", wich would be a racial reference) and I'm eagerly waiting for the collapse of their dictatorial government.
In eve you will have three kind of people labeled as "chinese":
- Those of chinese orign, who emigrated to another country. I have no problem with them. Their culture and religions are perfectly compatible with occidental cultures and religions. They usually make perfectly fine citizens of the country they emigrated to.
- Chinese citizens, playing eve in a normal way. Only ONE thing I'll be against : chinese symbols in names as from my experience on other games it's just a nightmare. I'd also stay ready to act at the first sign of an ultra-nationalist & racist chinese alliance forming (shadowbane syndrom).
- Chinese farmers : KILL 'EM ALL ! And all the farmers from any other nation too. I know it's just poor guys underpayed in sweatshops, probably good sons/brothers/fathers. But I cannot accept what they do, no matter their reasons. Don't tell me that killing a farmer's barge is going to make him starve in real life.
Damn. In fact, to be honest, if I come across any kind of those "chinese" in-game, I think my first reaction would be to try to kill him, yelling "that's for Tibet you chinese ****!".
