Its probably to buy POSs and labs (which are expensive) and to provide collateral on BPOs.

This looks like a nice little business, at least as long as there are no competitors, but why would you need to do an IPO? How do you plan to spend the cash you are raising?

Possibly, but do you know that or are you just speculating?
If he's planning to expand within safe space there will be some definite problems since the corp standings are currently below 5.0 with all empire factions.

it is in safe space already (i've seen the pos). it is also already operational (and somewhat rented out). the ipo was to raise capital for funding the pos including getting a slush fund, having money for collateral, and buying fuel. i believe it is all covered in the full ipo (the link in the op's post). the idea was both to raise capital, and increase investor confidence after the sve mess. and at a maximum 5 million isk per investor, this would be the cheapest and worse scam ever.

I don't doubt the pos is up and running since the corp's founder had high enough standing to install the pos just before leaving the corp. What I'm saying is that it will hard to expand operations within safe space.
And no, there was no information in either of the links to explain how the IPO money would be invested. The OP specifically stated he would cover collaterals out of his own pocket. That's what made me wonder why the IPO was needed in the first place, especially as it is only going to bring in 220 mil.
'Raise investor confidence' you say... Why on earth would anyone spend time and effort to do that... unless he has something to gain from it in the long run? Is he perhaps trying to do an O'Mara and work up a good reputation for himself? Sorry, but there are too many questions left unanswered here.

Let's see if I can clear up some of those questions:
1. Hard to expand in safe space. Very true. Can't argue with that at all. Neonicus is building on his standings, but these things take time - which is why I hired someone to do it for me originally. As things stand the business has been running for 2 days, I'd rather have a little bit longer under my belt before looking to expand.
2. The IPO cash is going where? The original bit I wrote about covering collaterol personally has been altered. It was pointed out to me that it would be incredibly difficult to provide a paper trail for such a system, so I personally dumped several hundred mil of my own cash into the slush fund. I could have afforded to run this whole thing on my own, but that brings me to the next question...
3. Raise investor confidence? WHY GOD WHY? Barbicane kind of nailed it. I'd like a reputation... a good one. Plus, not everything in EVE is about ISK. It's a game and so far I found this whole deal to be quite fun. Level4 and Fitzmaurice have been fantastic and have made me chuckle plenty. Recent scams have hit this side of the game hard, and many "little guys" have lost out. I see alot of people moaning they lost 200mil, but they can earn that back in a couple of hours - but it's the guys who lost 20 and it will take them alot longer to earn it back that need to be shown that there are trustworthy people. I like this side of the game, I think it's going to grow rapidly and it's largely thanks to folks like O'Mara and ISS. Too many lotteries and other share schemes seem to require large investments, this one tops out at 5mil which is cheaper than some cruisers. Had a chat with EMFI about this last night, he wanted to invest but wanted more than the 1k shares - I said no because the LAST thing I wanted this to be was a footnote, despite the great things EMFI have done.
4. Will you be listed on EGSE? This should be listed on EGSE soon. I think I'm in the queue to be entered.
5. Are any shares left? No idea. I'm at work! For anyone who I've already said I've set some aside for I'll hold on until Tuesday to be paid. FOr those who've sent ISK I'll send you shares back, unless they were all taken by people who paid before you, in which case I'll refund you.
Hopefully that will have put some minds at ease :)

I still think it is mean that everyone is allowed 5m/investor, but EMFI is only allowed 12.5k/investor investment :)

As Felix repeatedly said, this is not about making billions of isk.. This IPO is as much about giving confidence back to the small investors (and you dont qualify as a small investor) as it is about testing the viability of setting up a POS in a high-sec system. Its been 6 months since CCP introduced this feature, and I haven't seen anyone trying to take advantage of it.
I fully support intiatives like this, start small and grow.. thats exactly how O`mara started..

Considering the original and new business model from Felix, I think he started the best possible way, sharing the risks with those buying shares while at the same time keeping the risked capitals for them at very low levels - this is how I interpret the 5M limit. I surely can risk those disappearing from my wallet.
The capital he raised is more or less in the same magnitude as De Mont's Everyshore Fund, so nothing really new there, and it's probably the only hope for those without a big name, after all the recent scams ... I don't know if he would have been able to raise, say, 5 or 10b without requiring a much more complex deal with EIB or some other community trusted entity, and this for something that may not work or may not be productive.
