This thing can tank all day, and not get hit by even smaller targets.
The only potential problem which I may face are of course, drones... which I am heading out to test right now.

Working on it, got small gunnery V in training now, then to Energy Grid Upgrades again.
Oh, thing is this setup requires 59 grid.
The ship comes standard with 40.

Well, there's a few problems:
1) You're flying a faction ship with none of the appropriate faction modules. That's an insult to your poor ship... leave it in your hangar until you can get some nice Gallente Navy stuff for it.
2) You're using RCUs over MAPCs. This is a terrible idea on a frigate.
3) You have way too much cap... dual nos AND a cap recharger? Put something more useful in those slots.
4) You have tiny range, but no ability to control your range. Fit an MWD if you want to use blasters.
5) Your dps is way too low. A pair of blasters isn't really enough, especially with your trouble getting into range of anything.
6) You have no resists. You're trying to fit an active repair tank, but you have nothing to reduce the incoming damage. Any decent frigate opponent will easily out-damage your single small rep.

4/3/4 slot layout? iirc its got 3 turret slots? 3x light electron II 1x small nosf//AB II fleeting web 7.5k scram//Adaptive nanomembrane IIx2 damage control II small armor rep II

Base is 40 before skills.

The skill for MAPCs takes about a day to train from zero. I wouldn't bother flying the ship until you finish it.

Rockets. That'll bring your DPS up considerably.

Drop the nos, fit rockets, and you'll have enough for MWD.

The idea doesn't work, not with just an AB for speed. 500 m/s is NOT fast enough to evade damage through speed alone. Maybe against battleship rats it's enough, but against smaller NPCs or other players, you're going to get overwhelmed quickly.

NO!
RCU's give less return than a single MAPC on anything with less than 100 grid. Therefore, any frigate, use MAPCs instead of RCUs.
Ugh...that's just gross. And your character is a year old and can't use MAPCs?

Okay so I tried some arby rocket launchers with foxfire rockets instead of the nos. 20 damage average... and I nearly died. Cap dried up, got stuck in some roids and freaked the hell out.
Went back into the same belt with my original setup and kicked ass.
I'll stick with a setup that worked until I work my skills up.

I don't know why you'd be having any problems with cap, in your video you never even lost shields. AB + guns shouldn't even dent your cap, and you don't seem to really need the rep.
And yes, they're 20 damage average... but look at your rate of fire. A pair of rocket launchers will easily add an extra 30-40 DPS, which is a lot when you're a frigate with sub-100 DPS.

Like I said, I tried it. I had the afterburner on, and the Damage control, switched all guns on.
My cap was starting to dry up... then it did. Then my afterburner turned off and I started to take damage. Freaked out and ran.
I need the nos to supply my afterburner and neutrons.

Like other people have said though, get a MAPC, MWD, and do you really need both those NOS or are they there just to suck other person dry

You must have really bad cap/AB skills then. The damage control uses 1 cap every 30 seconds (essentially zero). The AB uses hardly any... on my Hookbill, running AB + sensor booster + guns, I never drop below 90% cap. And that's with a whole zero cap modules fitted.

Why isnt anyone saying he should use a plate on his frig, tanking a tech 1 frig isnt smart, plating it is.
Only frig you should tank are tech 2 and the punisher, which is tech 1, but very good with plate setup and small armor rep... _________________________________________________

its not really hard to see that he is a novice player and starting to learn about right setups etc.
dont listen to the trolls siigari. i hope u can distingiush between major trollage and rescourceful input m8.
following tips: -rcu's are a sweet thing if u need a lil grid and want to have some additional goodies like a lil more cap recharge and stuff. -auxilliary power cores are a comon thing on frigates. its a special mod designed for frigsized ships which is a must for max. damage fittings. -sometimes 125mm rails or even 75mm rails are better than blasters due to the range issue blasters have. consider urself in a very risky position if u go close and personal with ur enemy since the way out of its damage retailiation radius is longer and u can get webbed. -plates decrease ur speed while using mwd and making ur ship less agile but help u survive major damage. 200mm plates are a good choice if u want 400 more armour (the armour u get is calculated with the rest and the boni u get from ur skills). -mwd increases ur sig radius and makes u vulnerable. high sig radius = the enemy has a bigger aim to shoot at. frig becomes as big as a cruiser if u turn on the mwd. use this module wiseley, i.e. dont approach a cruiser, battleship, destroyer or anything which can pop ur ship from afar with ur mwd online. try to get close by warping and use ur mwd as a maneuvering tool to avoid the enemy getting u webbed (control the range to ur target) -nano fiber interial structure mods make u faster and more agile but decrease ur hull hp = less tank by damage control modules. -inertia stabilisers make u more agile, i.e. u warp faster. -use weapon upgrades in ur low slots. - try to use electronic stuff to help ur ship perform in particular situations, i.e. dampers against bigger ships which hit u from range, tracking disruptors vs. turret ships, webs and tracking comps vs. small and fast targets. -if ur ship has a drone bay...use drones...ppl forget about drones if they fly a frig but gallente ships have some frigs with dronebays. -dont risk ur comet in pvp. this ship is more a toy for the rich and famous than a pvp ship. train for interceptors and assault firgates instead, they rawk and are easier to replace than faction ships.
