Well to be quite honest I have no need for 1.5billion. Yes I'm a noob and I have like no money I got 8mill total. The amount that I need atm is around 25m for my new Ferox that I'm currently aiming for so I can start doing my lvl 3 missions and maybe explore some more of the world.
Now how would the money get from you to me ?
The obvious way is me kissing your butt untill you Gief money! :P
But thats hardly unlikely, since we are in different parts of the Eve-unvierse and besides there are 2 pods in teh way. Btw I'm always nekkid in my pod.
Then again a lottery might be the best way to go.

How about a rock, paper, scissors match?
You get everyone in a system(hopefully a quiet one) and meet at one station. Everyone is docked with 3 different racial frigates. Amarr would be rock(obviously), Mimitar would be paper(isn't that what the ships are made out of), and Caldari could be scissors(or Gallante if you have a preference ).
There would be a tournement bracket with all of the contestents. 2 people would choose their frig and then undock. Whoever beats whoever will advance onward toward the prize. This would continue until their is only one. Obviously, there will need to be a judge to confirm who wins, and heck you could hold this at multiple stations to speed up the tourny.

very original. Would be best done with shuttles rather than frigs though, as not everyone can fly 3 races of frigates :)
I might take a few of these on-board, and have certain amounts of cash for each competition, ie 500m per or something like this

Give it to the corp i am in: Norwegian Heaven. We are nice people (industrialists mostly) and after being corp-thieved by "Sleeping Cylon" we are quite in need.
Basically we had nice plans involving stations and industrial trades, then one morning one of our trusted corpmembers (a real life aquiantance of the CEO nonetheless..) decides that he would rather have the isk and items in our corp than have a real life friend in the CEO and others who know him.
sucks like hell when all the players work their ass off to reach a goal (a goal not involving killing alot of other people even..) and then get sucker-punched just because they trust their friend.

Personally 1.5B is so not worth it, first I paid 3B for it lol so I'd lose half of it's initial value, and to me having the only 1.0 dread is worth much much more than 1.5B (prolly more like 50B). But for 1.5B I'll take it out and mine some veld for you hehe
Keep up the good work with them POSses, I am gaining on you (or not really my 5 labs are sufficient for myself).

Give some to me. At least what I lost on investing from the corp wallet in the EIB corporate account.
I'm the CEO of a small corp, and after losing that money and having to go back to square one, I'm pretty damned sure I'll disband the corp and join a bigger one instead. bringing my corpmates along.

just to reinforce this. I will not just give the cash to someone who has a sob story. If I were going to do that, it wuold go to a randomly picked EIB person who lost out, not some person who may or may not be making up stories.
so those saying "give to my corp because we want to do xxxx", the answer is "no". If you want to do "xxxx" , then you should be working for it, just like every other corp out there, not begging for handouts.

I say put it as a bounty on someones head.
a) Someone who would try to keep the bounty as long as possible out of pride, and would be 100% above having a friend claim it.
b) Someone who has the skills to defend the bounty.
c) Someone who is in a corp/alliance of skilled fighters so they would be flying in a good gang most of the time.
This seems like it would have a good chance of generating a pretty decent story.

I would help people set up POS labs so there are more places to do research in the game this would help quite a few people.
You could set up races with your own course lay out through the systems and give winners prices.

I could imagine that you give this amount of ISK to the one who is able to accomplish five Level 4 missions of your choice solo in a t1 BC but with t2/faction/COSMOS fittings allowed. This would be really hard earned ISK.

I think your corp mates should get the cash.
Of all the people in the game, you know them best and they would be the ones who are the least likely to abuse it.
Pass the cash to them, I am sure they will find it useful in training up newbies. Its fast and its clean.

I was born in EVE in March and I figured out fast that ISK is not the real goal to everything.
Today I can imagine why you don't need it. *;-)
Just noobs are greedy for ISK. I learned that ISK has to be earned hard in some cases.
It's a matter of time and how you deal with your stuff and skills to earn 1.5 Billion.
And it takes not that long when you run missions daily or beeing a bad, bad, clever pirat.
So the 1.5 Billion ISK need definitely a very hard challenge.
