If you read my post I listed two options Give all of the money back for a few investors based luck such as a coin toss. Works just like a lottery.
I dont really care if anyone would notice the money. Its about doing the fair and morally right thing.
In this case choice A. If a company went under in RL this is what option they would have to deal with.

Of course, this is my own opinion. Yours very well may be different (in fact, it most likely is). As such both of our points have been made already, and further debate will most likely not contribute to the thread in a constructive manner anymore.

So your saying that just because this is virtual reality there are no longer restrictions on what is good... right and moral.... You are traveling down a very slippery slope.
Just because real life rules havent caught up to virtual reality does not mean that there are none and should be none. Game, morality will always be in play. Thats a fact not an opinion.
Second using the forums to contact people is the biggest BS I have ever heard. Only a small minority actaully look at this forums. Furthermore it should not be hard for someone to take a screen shot of the shares they own in EIB to prove that they actaully invested.
Third, with regards to unclaimed property alot of steps must be taken, and in most cases just because you found it doesnt mean you should keep it.
Just because something is hard does not give anyone an excuse to skirt obligations to the community.

I like this idea a lot. Shuttle around the belts and just chat it up. Anyone that is hard at work mining and is cheerful to you, or seems nice, shoot em 100 mil and a link to the forums on marketing.
The best part of this, it is totally spontaneous. You won't have people backstabbing to get to your cash with whatever contest you have in mind. You can change the lives of 15 players in Eve, or hand out 50 mil at a time and affect 30 people.
Whatever you decide to do, I hope it pans out nicely. You always hear of scams and such in this game, hardly anything nice happens. I feel sorry for EIB investors that lost money. You are always going to have insensitive people saying that it is the investor's fault. That amounts to folks saying a crime victim wasn't careful enough to prevent the crime.

Well contests tend to get the rich richer. Thats what i have seen. Why not help out some guys that are in need of the cash. I am at just under -80 million isk in my account right now after getting popped from warp gate error my first time into 0.0 space. Some of us guys sc*****by ship by ship out here. Not trying to be greedy here but i could really use the help even just for the 80 mil so i can actually trade and sell again. Thank goodness for freinds i started out with -97 mil. One item which I haven't seen suggested as of yet is a scavenger hunt of some sort. Pick a station somewhere for the "home base". Take a look at the market and pick some items where the nearest item is a good distance away or non-existent in the region. Announce that the first player to show you that they have item X gets Y isk. This makes it kind of a race to get the item specified and return. You could even make some of them more difficult (such as a larger quantity or rarer item). The players wouldn't necessarily have to give you the item, just show you that they have it (via a trade window).

* Convention demands that you mis-spell some words and grammar is poor.
Now here's what you do. Take a tour of noob systems, and look through Local for characters a couple of months old, with +1.00 or higher faction standing and some NPC standings, indicating completion of tutorial mission and belt-ratting. Send them the 419 (you will have to be far more brief than the example above, to stay within character limits).
If one takes the bait, send them the 100m ISK. That should buy them a couple of battlecruisers and a new barge. Because sometimes even idiots could do with a break.

you will make a lot of noobs happy, and not waste a lot on a vets alt.
1-2 million is a LOT to a noob, and will give them a heck of a boost of moral to keep playing.

Well firstly, I commend your values and what you want to do with this isk that is not yours.
As for ideas make it simple as not everyone can play Eve 24/7 like some of the guys here.
Why not try and coax peeps out of empire corps into low sec by picking so many stations and say that they must appear in that station by such and such a time....dam flaw is the alts.:/ and you do not play eve a lot.
Failsafe idea advertise a lottery that peeps pick 2 numbers only..keep it simple,,everyone gets 1 shot and whoever and how many ever get the 2 numbers (doesn't matter about sequence)get a share of the spoils...easy, no hassle not complicated and can be done in a short period of time.

They have records on who had bank accounts with EIB (yes I have access to these). According to those records, it is also extremely easy to see that a few people on them are doctored accounts. How many others are also doctored???? Who knows, the cash could end up back in the scammer's hands

Sure, but then account holders are screwed. I was a bank teller, and EIB was completely separate to EIBI. Plus, the fact is that a lot of those shares are unaccounted for and could very well also be in the possession of a Cally alt.

I would then need to do 400 coin flips, as this is the amount of people with accounts. If counting shareholders, we would be looking at closer to 800-1000 people doing a coin flip. And then calculating the 1.5b divided by number of people winning the coin toss...

Does anyone know a formula I would need for the following:
Lets assume I have EIB accounts +++a++++
1 ricdic 2 jackass 3 donkey 4 alphabet
etc, with a total of 300+ accounts
I need a random number drawn from each account, and then the accounts listed in ie a 1-300 highest to lowest ascension.
If I had access too this, I could do a random number draw for people, without needing to fiddle with the current books. Then post the winners on the forums, allowing them to claim their prize if they/their friends saw the post. Winnings etc would only be based on the assumption that the person had at least 5 million isk in the account at the time of the closure.
People not claiming their losses within say a 1 week time, would be removed from the list, and the next corresponding number recieves that amount. Can anyone do that excel formula for me please, I am not too good with excel.

Someone already suggested this, but it was kind of ignored: Donate (some of?) the money to Eve University. It's an incredibly great organiation that helps a metric buttload of new players get through their first few weeks/months of Eve without going comletely batty.
They operate almost entirely on donations, and while I don't have access to their books, I'm sure that running the University costs the directors a good chunk of their own personal ISKies. If it weren't for the Uni, I'd probably have quit after a few months, and I'm sure I'm not the only one.
The best part about this is that the money is used very efficiently (since they're used to operation with limited funds). They have a few scholarships which encourage new players to learn various aspects of the game (I myself have even given a lecture on avoiding the perils of low-sector piracy). Of course, they only do this when the money is available.
Anyway, I strongly encourage you to join their public channel, "Eve University" and take a look for yourself. They really do good work, and they'd put any cash you gave them to very good use. _

Endow the Ricdic Chair of Research and Development at Eve University. Help out a few noobs and defray some of Eve Uni's costs.
I haven't been in E-Uni for a few months now, but they've had war dec after war dec from random pirates and mercs, have lost access to 0.0, and many of their more senior members have moved on. Nevertheless, led by some really great instructors like Bruno, Silentbrick, MM and the rest, they keep on trucking, providing a really great service to the game as a whole.
