My first idea would be send it all to me. I'll buy hookers and weed for me and all my friends. Can't think of a better use.
My second idea, buy a captial ship fully loaded out. Eject in deep space somewhere in some rarely traveled system. Let everyone know it's there but not where. Let everyone go nuts looking for it. Check every now and then to see if it's still there.
If no one has found it in six months seed a half dozen book marks in can's, on the escrow market etc... with some wierd name and see who bites.

You could pay a few hundred to orbit you en masse in shuttles, so you can blow up a phenominal amount of shuttles in a short period oftime.
not the smartest idea, but a damn cool one

As stated earlier, the problem is with contents inside an jetcan can be taken.
What about anchoring X ammount of cans EACH giveing an clue (letter / character) of an system, add numbers to make it more easy to get right order (or not  )
That way you wont have the problem of people removeing said cans.
Then when said person is in system let them scan for *something* special.
Divide the spoils to multiple puzzles so more then just 1 person stand a chance.
The best way i can think of is either anchor a can and give it a clue and a pointer to the next location (for example char = 4th location, 5th character of an busy tradeing hub, next hint can be found 2 jumps away at *location)
*location being either a moon, stargate, station etc
It will take a very long time to set such thing up but i think it is the most balanced way to do it (EG none really has any advantage over the other here).
In the end a person will have a location like for example oursoluart (SP?) where they have to scan and find the treasure (jetted ship, your hideout location etc).
In addition to prevent people missing letters / characters make sure the last can notes the location of the first so that no matter what people always can chain arround them in an different order if they run into the last one for example.
Anyway it's your choice how deep you want to take this, either one person will be very happy with a 1.5 bil spoil or multiple persons get very happy with parts of the 1.5bil spoil.
Also do something timezone independent, because alot of people will feel grumpy when they find out they are exactly that many hours they slept to late.

As a OLd player Who is returning I feel a small bit of ISK to help me get resettled again would go along way. (due to ecnomic hardship i had to give away my characters) Now after a year and a half later i have to start over again any amouth of ISK would help greatly.

Well since Kali is coming out I would very much like to get a Drake and kit it out with a nice set up. THis woul really let me enjoy EVE more nd have one hell of a time with my mates blwouing them up  I would greatly appreciate any ISK you can donate. I would also dish some out to my mates and head of my corp who is a very generous guy himself and deserves something in return for it. Thanks M8.

Someone may have mentioned this (posts are too long to catch up on)...
I say you make some bookmarks and put them in small secure containers. Randomly hide these containers around the Eve universe at safe spots and when someone finds one they send you the code and you send them 100 - 300 mil isk....probably takes too much time ingame for ya but it would be fun. Maybe tell us that there's one in Lonetrek, one in Sinq Laison, etc. or no info at all.
Like i said, maybe too involved but maybe someone can modify it to be simpler.

Ugh, can't get it right the first time.
The bookmark name will be a code, we find these bookmarks in a secure can somewhere and send Ricdic the code, he sends the isk.
Could also be scaled down so everyone is told it's in a region and then at a certain time Ricdic says it's in <insert system name>. It would either be a lot of fun or crash the server....but everyone scrambles, scans and hopefully tracks it down...you could put some fake cans up too so that there's still some luck involved.
