Can anyone explain these new leadership skills how they work and what they effect.
1) Is this simply who leadership skills can effect
2) Or is this a fix to gang sizes to promote server stability and to stop the blob?

Something I would expect for SOE and not form CCP 
SOE did the same thing in SWG and that "small" tweak had a hugely negative impact on co-operative gameplay.

wow, quite an unexpected change!
They might put some skills that only affect squadron, other that only affect the wing and other for fleet.
So in a squadron, you can only have 10 ships affected by a command ship's gang stuff.
It's a nerf, but it's also nerfing your enemy! |

IMO im excited if this is the case. It offers another specialization. It stops Ze Blob. Youll have to come with skill instead of zerg.

Seeing (as you all see it) that someone must train Leadership to even form a gang, and a limit of 10 members until you get it to level 5 and start training Wing Command.. I think these are just the skills for the new combat organization system, not a replacement for the gang system, just a complement.
You should be able to form gangs as normal, but if you want to break the group up into squads and wings and use what ever special features these divisions allow, you need a person with the command skills trained.
CCP said that while the new command organization is in with Kali, it doesn't offer any new game play mechanics except for a tiered gang listing and tiered chatting (haven't seen what its really like yet). Eventually, gang bonuses will get transferred to the new system and things like objective assignments (popping up on the map, too) and formations will make an appearance.
But to reiterate, CCP can't possibly be that crazy to break gangs as we know it. Gangs must work as we normal - fleet/wing/squad support is just a new feature.

Does this mean those of us who don't have leadership at all (its on my to do list for a command ship but I don't have it at all atm) are going to be able to create a gang as soon as kali hits. If thats the case this is a serious nerf. I think if they really feel its neccessary to have skill limits on gang sizes then they should start with you have a minimum of say a 5 man gang for no skills. Like they do with targeting and other skills when even if its at none they don't make you unable to target for example.
And as for the 250 fleet not being enough I don't see that as the point. I see more the point being for the newer players trying to get some experience. Plus does this mean gone are the days of just handing around gang leader for mission running teams are gone becuase if you pass it to the wrong person its going to kick people out of the gang.
If it is as described I see leadership being forced up my que of skills to be trained. *groan*

Its rank 1, it takes about 7 minutes to train. Im sure the newer players can manage this if they really want to try it out.

Yes and that will then leave them with a grand two man gang. I hope the guy ^^ up there is right and that the gang as we know it still exists and its just if you want to use the new fleet system you need those skills.

Yeah its only 5 days for a lot of things but they all add up. I would hate to see gangs and the generally coperative people of eve go backwards becuase CCP nerfs the gang as we know it.
Just to make this clear I am not saying it takes a long time to train leadership to 5.

that isn't my point... tbh saying that this is just a mechanism for limiting gang size is just conjecture at this point. however, if that is the case it limits other aspect of game play aside from just blob warfare, mining ops for one and that is where my objection lies. I know CCP is fighting lag and node deaths with fleet battles and somethign has to be done to remedy this. i figured it takes about 40-50 days to get to level 5 wing command and another 100-110 days to get fleet command to level 5, if that is hows it has to be ... ok so be it. there are other people playing this game than just mega alliance blobs, newer corps trying to scratch out a living in some 0.3 pirate infested region that mine 23/7 trying to save up enough isk to buy thier first POS.
To expect 2 month old characters to train up leadership 5 so they can get a 10 person mining gang together is just wrong.

While i can understand why this has been done, this is going to totally nerf those without the resources for dedicated alts for it. Take an industrial corp members, they get 30 members turning out for each mining op. Every one of those members has their skills totally geared towards industry with a little combat, basically: very very low charisma. All this will do is limit smaller corps' participation in the eve universe due to their inability to gang up properly, and mean pretty much only CEOs and command ship pilots will be able to form up decent sized gangs. It won't affect those who are actually able to field blobs in the first place, as they'll just go "ooh look, we need a gang leader skill" and make a new alt (or 10) specifically for forming the gang.

i really hope this breaks gangs as we know them... for a noob to partner up with a few budies will only take a few hrs of training. And it will get rid of the blob... require gang leads and FC's to have real skills beyond OOG for leadership as well.
Im already changing my training to put this at the top so i will be ready to lead gangs when this hits!
all i can say is awsome job CCP kill blobs and force people to use tactics all in one.

naw F!@# that can you at least tell me you love me or apreciate the players in some way other then continuously telling us you want more players online you cant handle the players as it is and now your restricting the player size well ya that should help things out NOT this is just gonna make less people wanna play your game ..... the reason behind your idea for a new ganging is what? seriously dont F!@# with something unless it's broken drones i thank you for missiles i am semi ok with.... but gangs who complained about gangs and can i have thier home address so i can verbial chew them out for being a lil girl......

No, this change is totally unaccpetable this will do nothing but hinder both small and large groups. From the smallest of corps to the largest of alliances. CCP you need to answer for this change and you better have some damn good explanations for this move. again I say BAD FORM

Yeah but Functioanlity PVE kali maybe be expanded but If these changes go through to mainstream release it will do nothing but REDUCE PVP functionality
