Hello guys, the highsec is largely safe if we ignore the gankers.
What do you guys think about a random NPC-Corp-Wardeck-System?
- The server (or who-/whatever) chooses randomly NPC-Corps which have War-Decks for 2 weeks (example) with other NPC-Corps. - The players get a message if their NPC-Corp get involved in a war. - At this moment they would have the option to leave the corp with a delay of 72 hours. - But other players can join the corp without or shorter delay.
That could make the HS a little bit more interesting. The afk-miners have to watch their six and organize their mining missions.
Other players could join more pvp fights in hs without joining Player-Corps.
Many players dont want to be a part of them or they have no options because of their language.
Fly safe and see ya in space.

You can tell there's a lot of pent-up aggression when the daily subject ranges from how to get players out of NPC corporations to how to wardec NPC corporations.
I am currently away, traveling through time and will be returning last week.

Wardecs were made to favor defenders, Ganking has become heavily nerfed, AWOXing is neutered by the push of a button.
That said, hell no to this idea.
The main reason many players are in NPC corps is to avoid war decs and AWOXing (they are still vulnerable to ALL other forms of PvP), and they sacrifice a significant amount of gameplay for this safety.
NPC players can PvP in low sec or by duels. You can PvP other players by being in a player corp. You can PvP other players by going to low sec. Miners and mission runners can be ganked, especially if they are spec fit for PvE and afk.
Wardecs can be changed for sure, but they dont need anything to do with NPC corps.
EVE FAQ "7.2 CAN I AVOID PVP COMPLETELY? No; there are no systems or locations in New Eden where PvP may be completely avoided" "So it will be up to a pilot to remain vigilant wherever they may be flying and be ready for anything at any time"

The thing is, this is a sandbox and the people who want to hang out in NPC corps because they want to interact with the PVP as little as possible are perfectly valid in THEIR EVE...
Just because they dont interact with YOUR EVE isnt bad... By the same token i almost never leave highsec and is that somehow infringing on YOUR eve? Is the fact that enjoy carebearing truely so horrible for you? |

Its not horrible for me. I am living in W-space. 
But some really nice people from hs left eve, which cannot spend a lot of time in eve, because of, this are their words (!), "missing instant pvp-action.
Oh probably i wasnt that clear. I really would have no problem with a "ungankable super-highsec like +10.0" ;) for guys who just want kills some npcs. I lived in HS a cupple of months and it was just an idea to bring something new into hs . An idea for guys which dont want move into LS or NS. By the way, its not that easy to get alone a nice pvp in low. (Gatecamps ) Its just my opinion and idea.

Never joined FW. I love to be in a pvp-corp. I thought FW-pvp works only in Null or Lowsec. Now i ll defnitly take a look to the fw-information-sites. Thank you for the hint.
But i still think, the npc-wardec could bring some new explosions into the game. (No i am not manufactouring shiny ships ) And the HS should be smaller, 3-4 Systems around trade hubs  |

Giving people even more tools for High sec PVP will just draw even more people out from Low/Null and make even more people stay in High to PVP, which in turn makes Low/Null even emptier.

Some silly ideas about highsec I've had / heard:
1) Dynamic security levels. The more suicide ganks in a system, then the larger the CONCORD presence - and the higher the sec status (with resulting faster CONCORD response and less ISK to be made with mining, exploration and ratting.) The fewer suicide ganks in a system, then fewer CONCORD patrols, lower sec status, longer CONCORD response - but more ISK to be made. Based on, say, a sliding 12-hour average...? Imagine if Jita, after having no suicide ganks after 12 hours (impossible I know) became a 0.5 sec system, with long CONCORD response times... It would really promote some interesting gameplay, I think, because industrialists and miners would have to put some thought in to where they want to be, and how to get there, and same thing for the gankers - a good choke point to gank in one day could be a bad place to gank the next, so they'd have to plan where and when they'd like to operate. Much more engagement with the game that way.
2) Ships with offensive modules or drones fitted do not benefit from any CONCORD intervention. Haulers and mining barges and travel interceptors would be subject to ganks just like now, with CONCORD taking out the gankers, but the ganking Catalysts and Taloses would be subject to free engagement by any other ship. And of course, those other ships would be in turn freely engageable by any other ship as well... Lore-wise, it could be justified by saying CONCORD is getting so busy dealing with Drifters that they decide they cannot respond to any reports of combat-fitted ships getting shot at. (Except for constellations containing starter systems, those would still get full CONCORD patrols.) That way anybody who wants some PvP action could find it very quickly by simply undocking in their Rifter or Incursus or Rattlesnake.

Currently wardecced by several groups....never see them. Except that one guy who sits in an insta lock legion on our station blapping the folks who wont use the insta undock.
In my experience Wardecs are essentially synonymous with "We want to hunt new players, for easy frags, without risking any of our own ****"
I think in my 5 years of playing I have seen one actual War in HS, where people brawled....usually just small groups of folks looking to pad that KB.
I say just remove it from the game, pretty useless mechanic. Make players instead pay fees to Concord if they want "protection" (which is a lie and is only repercussion any way.) This way everyone is engageable. Price for Concord is essentially Wardec price based on size of the corp...if you don't pay you don't get to see the 5-0 show up and blap fools. |

And what if i dont have thousands of cats to hand out, or billions of isk to hand out as prizes or spend on decs?
New players wishing to 'be the villain' have had their gameplay nerfed into the ground to shut up the whinings of carebearing vets. Bears are always complaining about the learning curve being steep and how we have to make it so much safer for new players, but then give no f***s to new players that want to adopt a criminal lifestyle and just tell them to goto low sec or null where the learning curve is higher and having membership in a community is even more of a requirement.
Trolling dumb players over space pixels was not so terrible it needed nerfing. It was in fact the essence of the game, within hi-sec as much as anywhere.

Well not really.
Hi-sec has not been emptying out since it has become safer. In fact players have moved into hi-sec as it became safer to rat and mine there.
So it stands to reason that making it more dangerous would mean players would be more willing to leave hi-sec for the improved rewards, whilst the risk jump is lowered.

That's not even taking into account the dec dodge exploit that lets them dodge each and every wardec with 100% effectiveness at zero cost, so a corp is only really effected by a wardec that they want.

when it is properly in use you generally have a good deal of isk invested in builds at a cost much higher than the POS itself
as well since the cruise update the amount of isk put into BPOs being researched is far to costly to just give up

I wamt a module (100k ISK value, no fitting/skill requirement HOWEVER 5 second cycle time for balance) that highlits all ships in empire space carrying more than 1b isk in value (no matter if fit or in cargo), put my corp in wardec with their corp and give them a 1hr weapon timer. NAOW HIGHSEC/EMPIRE IS TOO SAFE OTHERWISE

Having a POS or POCO's is not a requirement for being decced. its a separate mechanic entirely.
As far as war dec mechanics go, the only advantages aggressors have is when the fighting starts and who the original target is.

and you can get as many of your allies to war dec your target as you want so you as well have unlimited allies

Here's my idea to "fix" the wardec system:
- defender can "hire" any many allies as he/she wants... at no cost.
- reintroduce the "glitch" mechanic when wardecs were revamped (some time ago); if a war is made "mutual" the aggressing corp cannot disengage from the war. That power lies with the defender.
- switching or leaving a corporations is still allowed... but you can only do it once a week.
- introduce a "fee" / "penalty" when creating or dissolving a corporation. 50 million ISK each way sounds about right. This way... a player has to really question whether he/she wants to create or shut down a corporation.
- NPC corp taxes increase the longer you stay in them... up to a maximum of 35% (which will only happen after a few months). Creating or joining a corporation will not immediately "reset" this tax. When you are in a corporation, the potential NPC tax rate will decrease back down to 11% over the same amount of time it took to go up to 35% in the first place.
There... a system that does not outright force anyone to do anything they don't want to do. It merely penalizes everyone and adds extra danger for aggressive corporations.

I have long been in favour of making second tier NPC corps war-decable.

I don't think it was that well received. 
I don't think a random wardec would be very nice. I still like my original idea though. I'm stubborn like that.
1) Keep first tier NPC corps like CAS and FNA unwardecable. 2) Move players from the first tier NPC corps after say six months to second tier NPC corps. 3) Make second tier NPC corps (Deep Core Mining, The Scope, Aliastra, etc) war-decable.
I wouldn't support my own idea if there weren't big consequences for wardeccing NPC corps. The wardeccer should, in essence, join FW if they do. If a corporation war-decced Aliastra, for instance, then everyone in Gallente FW as well as all the members of Aliastra should be able to engage the wardeccer. Wardecing an NPC corp should be wardeccing the entire faction.

There is an npc empire war dec in place. It is iirc the longest running war dec in eve. Its called RvB. If empire is boring but not wanting to leave empire they are always looking for new people to join. I'd recommend seeing which side needs the bodies. RvB to its credit has many who don't want N+1 ruining it. If red is light on bodies vice blue...they kindly request you join red to keep sides more even.
Rest of this.....beat to death in many threads. I used to pvp in 0.0 now stuck in empire bearing fulltime due to time constraints from real life. these bears are punishing themselves already. the crap is dull, they are making the game unfun for themselves really. By choice even.
Or....gank them as I always say. |

It's been pointed out that people go to NPC corps because they don't want to participate in PvP. An NPC corp is the last bastion of that, and even that's only partial because of ganking. So remove that and you remove part of the subscription base that allows you to have an EVE Online to log onto. |
