I dont think id like my training to stop when my character is inactive, sometimes i leave them inactive when i have a 15 day skill going, but i usually always activate them at some point in the month - a skill queue would probably stop that.
CCP will have worked this out and realise its not really broken, and fixing it the way your suggesting will have a negative impact on their turnover - i dont blame them, its just good business sense.

Seriously... I dont know of any other mmo that has to take their servers down once a day... If you guys have to do it so much, why not just move it to a once a week thing???
