Having the Star Fraction in the heart of their Empire killing them daily is of no concern to the mighty navies of PIE. The majority of their affairs are conducted in station anyway. It's enough that the're giving you easy jamming setups (and this far I hav't seen a single SF fleet not fielding a blackbird or Rook), because handing out free defense configurations would have been a bit too much.
