The Tech 2 ships are completely different from the ships they are based on, and many ships have multiple tech 2 derivatives. At some point CCP says: Lets hand out 10 Smartbomb II bps. All players doing research in the skills needed then has a chance equal to thier rp of beeing one of the lucky winners. (This is why Starship skills has a x3 modifier. Other skills could gove ship bps as well, but the main chance should be with the ones doing Starship skills. Same goes with the x2 gun skills.)
