I propose a fee for pirates entering highsec too, you know, like a bribe? 
The police look the other way, the pirate is free to move on. This restricts travel by way of expense, thus keeping most pirates to fringe highsec systems anyway.

My alt is outlaw and trapped in a pocket of low-sec...using an alt (or main in this case) to shop is nothing more than a pain in the butt rather than a big obstacle. Let us into high sec at our own risk. I'd love to fly around and have the local bears convince me to go back to low sec!

Its a terrible idea. With WTZ and WTD what risk is there, no one is going to get a lock on you. What you shouldn't have done is just gang gank everyone who comes into Low Sec space.
Or maybe contact some corps and give them 'access' to sell in low sec, and interact with the community (you could then get prices on your nefarious spoils) - which they could bring out.
Or maybe not killing maybe establishing some orders in Low Sec near Entry Points, you know some dens of eniquity where traders aren't instaganked, and prices make bringing in the goods worth while.
Kind of like how 0.0 has soverignty.
If you can't do the time, don't do the crime. If you want back into society, then I recommend 6 weeks hard grind on the Security Status Chain Gain....
You're pirates, you're supposed to be outlaws, and being an outlaw means, well, living outside of the law....

to mr bitter ferrier...wtz makes not a shred of difference, if youre in anything bigger/fatter than an inty, then you CAN be tackled, and this isnt just to let piwats do their shopping in your precious hi sec..its to bring more pvp to hi-sec, but NOT on the outlaw's terms necessarily.

If carebears don't want to attack the pirates, they don't have to. They remain free to do whatever they want to do, completely safe behind the Concord shield.
Now all someone has to do is drop this in the Features and Ideas forum.

Outlaws need some way to buy ships and gear other than hauling alts. Sure, there are some lowsec hubs that have a decent selection, but nothing like a highsec trade hub would have. There simply isnt enough outlaws in most areas to make traders really want to move large quantities of goods into lowsec.

Well that's all fine and dandy.
I'm just glad I aint randomnoob_02 who would be attacking a -10 pirate with he's T1 stuff, because the pirate is ****ing him of in a roidbelt.
everybody else got an alt, why shouldnt pirates have one, if he really needs stuff in highsec.
Oooh yeah and why should pirates have acces to society goods and luxury when they made their own choice of being an outlaw ?
Like said before, get some organisation and diplomatic bonds and some of us carebears might come out there with goods for ya lot.
but hey I will /sign your cute highsec adventure. You guys might like being in highsec playing carebear an all.

It didn't. I can still catch people on gates all the time. In fact, I do almost every day.

a) ANYONE can attack you, you CANNOT initiate combat. b) EVERYWHERE you go, you fly as if it was low-sec, except if you attack anyone first you die. c) EVERYONE can come and shoot YOU without risking that you will get any reinforcements. Been 2 and a half years since my character has set foot into high security empire. I still have not hit -10.0 again either but maybe one day I will come back into low security empire to do some ummm real pirating?
I have no plans or needs to go back into high security empire. Well unless I planned to pretend to pvp and war dec or npc with the lot of ya *ducks*

Yes, fighting in empire is not hard. Wardecing corps you know are easy targets then camping stations and gates is the exact same...
