Leave everything else as-is (eg. anyone can engage them without fear of repercussions, if the outlaw initializes combat however, concord responds).
The consequences:
With risk, outlaws can now go into high-sec and "tease" targets to attack them if they want to (lots of people in high-sec, means there's always someone who would shoot you just because they can).
Outlaws can now shop in high-sec, with the risk of being shot down ... well, by anyone. But then again who fires at them will risk getting shot down back.

NICE IDEA! Would be fun for 'pirates' to go to high sec and and see if they are being picked at. But then I doubt that this will going to be a fair 1 on 1 fight but massive blob. (Especially trade hubs, as many 'pie hunters' will just sit at gate and wait.)
But I think that unless CCP can implement a feature where you can engage people that are engaging your gang member (thus preventing massive blob) it will just turn out to be blob one each while others sit still and watch helplessly --------------------------------------

Not being able to shop in high sec is BLEH. I'd even settle for a feature where all your guns are disabled but you are allowed to enter. Your idea is better, though.

It would be nice if 0.5 wasn't identical to 1.0. Perhaps another tier to the system would be a good idea.
1.0 to 0.7 - High sec. If a criminal enters, concord (proper concord) blows them up. 0.6 to 0.5 - Mid sec. Concord rules apply, no faction navy ships. Low sec status chars could therefore fly around as they wish but couldn't initiate any combat. Everything else would be as it is now.
It would mean you could ask people to deliver your stuff to a 0.5 or 0.6 system safely and you could pick it up, but you wouldn't be able to go to Jita, for example. Small midsec trade hubs might form around popular pirating locations to supply the pirates. It would be good for the game.

It'd give them an extra bit of effort to undertake to get their stuff, or they would have to pay higher prices since jita tends to be the cheapest place for most stuff. They'll just use an alt if you don't let them go into high sec anyway.

I think this is a good idea. I still probably wouldn't go into Highsec without a gang or at least scouting it out. Main trade hubs would be seriously camped by Anti-pirates most probably.
I agree that player policing is a better idea than Navy involvment. So long as the pirates couldn't attack without CONCORD intervention I see no real problem with the idea.

Think it through, EVERYONE can attack the pirates in high-sec, EVERYONE. And the pirates cannot attack anyone else. It's like a one-sided war-dec, except anyone can attack the target.
If that's not results of your actions, I dunno what is.
I think it would add fun to both parties, for one it might encourage high-sec players to pvp, I mean if there's a fight with that guy YOU can choose it, not him.

As it stands now, If you are -5 or lower you can be shot at anywhere at any time with out any repercussions to the shooters, however you can defend yourself if shot at.
I like the idea of allowing us outlaws into high sec, it dosent have to be all of high sec, just .6 and .5 would be enough. This will allow us to shop and move between low sec pockets without having to rely on hauler alts and carrier jumps.
In fact I don't even mind having the faction navy shooting at me, its the perma-jamming, webbing, and warp scramming that happens as soon as you jump in that I dont like. In my mind the navy should only patrol the stations and gates, and it would be nice if they left you alone till you went back to one of those areas.

I mean even carebears dont care much about the -0.2% sec hit of a fight in low ffs lol
I think its a great idea I really do but I've seen so many great ideas just go ignored that this'll just be another pipe dream anyway =(

qft =) I'm a carebear mostly (except for 0.0 pvp) and I would really like this. It gives a chance for pirates to trick targets in high sec and shop in stations as well as promotes antipirate camps, etc.

I would like to expand on this idea.
Add defacto bounties, on top of whatever player bounties have been placed.
Empire Outlaw bounties are paid by the organization that would kill you (it's not CONCORD unless you jump into a CONCORD owned system, but faction police that go after you. CONCORD doesn't care about your security status, just if you aggro.)
Currently we have 500, 650, 800, 950, 1.1M, 1.25M, 1.4M, 1.55M, 1.7M and 1.85M NPC rat bounties.
-5.0 to -5.5 = 500,000 -5.5 to -6.0 = 650,000 -6.0 to -6.5 = 800,000 -6.5 to -7.0 = 950,000 -7.0 to -7.5 = 1,000,000 -7.5 to -8.0 = 1,100,000 -8.0 to -8.5 = 1,250,000 -8.5 to -9.0 = 1,400,000 -9.0 to -9.5 = 1,550,000 -9.5 to -10 = 1,700,000 -10 = 1,850,000
Works out nicely if you ask me.

This is a bloody good idea. (Even if Murder One thought of it first ).
It's very high risk for the outlaw, allowing him to test his nerve and skills. Plus, it gives more opportunities to the hi-sec community to try out or gamble on PvP.

/signed to any number of these ideas. It sounds like a awesome way to get people to try out PVP, and thus maybe go want to brave low sec, it also would relieve some of the server load caused by places like Jita by spreading out trade centers.
I also want to comment on the sig that said we should not want to walk around stations because eve needs to be "playable" first. Working in this industry, I will tell you that ever major MMO has thousands upon thousands of known, open issues, not to mention ones that haven't been found. To desire the developers of the game to not release any new content until the game is "fixed" really means you want no new content at all.
Speaking for myself, I like new content. It makes me come back to this game month after month. Also, the last time I logged in, eve seemed perfectly playable.

This raises a great issue ,would be fun to see more anti-pirates would make for much needed worthy PVP
