A ban is a ban is a ban- if you're banned, you shouldn't be able to just start a new account and start playing again. But tbh, I don't care all that much. Whether and how CCP want to enforce their bans is up to them. You can just start another account, train / buy a new character and start over.

If an account is banned, are you allowed to sell your characters from that account for isk. Won't that open up the possibility of that banned person buying his character back, although albeit you can set up the price and agree on that on behalf of your banned characters. This could be interesting.
