This kind of interdiction which attacks ALL haulers is excessive. I notice we are not the only Empire Industrialists being griefed. I see the broken haulers all the time along these routes and the situation is getting worse. Even a freighter load of trit might be a target now. Much of what is going on is pirates, but I have been doing a little bit of intel work, mostly by cataloging bios, and tracking gangs and seeing who is working with each other, that seems to show its not just piracy. I believe that some of what is going on is part of a campaign to kill off suppliers in that area to deny access to resources, with a bonus of pirate loot for the attacker. As far as I can see that seems to be the goal for at least some of these attacks. The freighter take downs of neutral parties are particularly disturbing (although we thankfully haven't had a loss of that kind). I don't think it is appropriate to gank people who don't side with your 0.0 alliance who live in Empire who are completely neutral. This mostly affects people who have absolutely nothing to do with your war, which are empire corps, miners, missioners and so on. There are 85% of eve citizens who live in Empire and don't want to be a part of your war.
I fully understand if you need to attack alts from other alliances. But don't attack neutral parties.
Alliances that pledge not to attack neutral empire haulers, please sign this post.

OP clearly doesnt know about Not Blue Shoot It and Not Red Don't Shoot.
NBSI = Will kill anyone not in positive standing.
NRDS = Will kill anyone in negative standing only. I suggest only hauling in this kind of alliaces space.

I think one of the problems here is the OP and people agreeing with them about how killing empty haulers is useless.
Not everyone carries cargo scanners, they may need the extra slot for other fitting on their ship to make it complete. In these cases it's just a matter of attack and hope.
Oh, and I found this a while ago, been saving it for a particuarly good thread...

Suicide ganking "empty" haulers in 0.5+ is unusual, unless they have some reason to target you.
The most probable two reasons would be simple extortion, or becuase they believe you are helping an enemy of theirs. (Suicide ganking empties for "only" fun (and no profit) is possible, but very unlikely).
Your options for response that dont involve a lot of effort, and/or paying them off, or just simply parking your ships, are limited.
Play nice while you butcher each other.

In lowsec / 0.0, the best answer for why people shoot haulers: "It's fun, and generally low-risk" I'd rather shoot an Iteron V than any given Battleship. Most of the time, you're already camping somewhere for a fight, so in the boredom, why not shoot the hauler? Plus there's always the chance you'll find something really valuable.

Anywho... Maybe you should tell your haulers to stop autopiloting? Maybe you should start fitting warp stabs or even using a scout (When it happens once, set that entire corp to -10, then you can see who's doing it and avoid them)?
Or even hire a merc corp to hurt the offending corp and make sure they realise what it was for.
There are plenty of things that are action oriented that don't involve whining on here, maybe you should work on that.

Its happened more than once to people I know, all in the same area, cargo under 100 million, getting attacked, or things like minerals. Its not coincidence, its not an accident. I fly past the pirates in Uedama who run a gank machine, they don't take down these kinds of targets. It doesn't make any sense.
I find it funny that you mention this magical 100 million number... since I "may" know some people that got bored of ratting for isk to pay for stuff from the runaway of an inflated empire prices and decided to go fishin in empire. 12 mil to insure a domi, 3-4 to give it some guns and an important "fishing" mod or 2, alt hauler not too far, and you turn on the fish finder for afk or poorly equipped "fish" going up and down the various trade routes. Like ratting you occasionally get the faction fish with a few hundred millions worth of loot, and all you have to do after is pick up whatever survives with your alt hauler and you can pretty much insta sell the stuff for enough money to buy more "fishing" gear.

you are asking alliances that normally operate in NBSI policy not to gank ur hauler..poor carebear. we dont care if you loose your cargo. your loss is our gain. reality is, we dont care about our sec status. get it through ur skull that it wont stop. neutral to us is the same as you being red to us. but have fun trying to get alliances to stop shooting neutrals.

Popping a hauler is like opening a treasure chest, sometimes it's empty sometimes it has treasure. If it has nothing but junk, oh well, your screen had a nice bright flash on it, and someone somewhere is screaming into their screen....
And as for your views on 0.0, my alliance sits on the border of empire, our lowsec crossing consists of one jump... we build everything we need, and harvest all of our fuel requirements. Only time I go into empire is when we have war targets to play with.
All major sov holding alliances are generally 99% efficient, the last 1% is for when a pilot is playing with a new ship/setup and is missing the best module and settles for the 2nd best. Anything else is either manufactured at the corp level, traded within the alliance or bought from a neighbor.
