I can't decide. Looks a little dark (obviously intentional) so hard to see. Which in general I don't like... BUT, if you were going for a look of 'seen an atrocity so horrifying that can not close eyes without seeing it' kind of terrified look, then it's perfect. the light bouncing of the shadowed eye looks like it's glossing over.
So, if that look is intentional, then 10/10 and I think that character needs a hug.
If not, good features, but bad lighting 7/10 |

Looks like your character is currently looking at Leni Riefenstahl who is about to take his picture.
You did a good job with that "Amarrian Masterrace" flair- I especially like the unusual angle you have chosen to make him look superior and arrogant.
Only the colours seem a little boring, especially the eyes could need some improvement- piercing bright blue eyes would make him perfect. 9/10 overall.
