Josh,
The bit about the hasslers putting a ship on top of your ship to interfere with it is legal. I had this argument with GMs over harassment at gates and they said it was legal to harrass peeps sitting at gates!!!!
I specifically asked if it was legal to "park" a ship on top of mine and they said yes!
You unfort will have little luck with the petitions :(
