Oh god, I had forgotten how bad the Wreath is. Don't think I've ever flown one, a Hoarde takes only a couple more hours to get to.
The bellicose actually I actually used to fly quite a lot. If you've got good drone skills, it makes a decent heavy tackler and anti-interceptor ship. It's definitely more of a support ship than something you would want to fly solo, but with the right fitting it can be pretty useful.
The burst is pretty bad too. Even as a noob I recognized that I should skip it, and went straight for the Probe.

Del's Top 5 List of Useless Ships (post 1.1 patch):
1. Heron. It simply doesn't do anything that other similar ships can't do better. Griffin has more firepower, bantam has more cargo space, condor is faster, yes it has an astrometrics bonus but not much of one and anyone who takes probes seriously will be in a covert ops. Seriously, when's the last time you saw someone flying a heron for anything other than style points?
2. Procurer. It sucks, most cruisers can outmine it for way less skills and similar cost when taking the laser into account.
3. Covetor. Since hulks have gotten affordable, and it requires essentially the same skills as a hulk, there's no reason to not fly a hulk.
4. Bellicose. It isn't fast enough or has enough slots to have a real role in a fleet, and target painters aren't as useful out of npcing as they sound. This ship desperately needs a webifier bonus like the recons get, then it'd be useful for something.
5. Breacher/Inquisitor. They're basically inferior Kestrels, with fewer launchers and weak slot layouts.

Procurer, Worm, Caldari Navy Hookbill, Augoror (+fleet issue), pre-Sansha-rework Succubus, Heron, Stabber Fleet Issue, in increasing order of usefulness.
List limited to ships I've ever owned.  (Except the Procurer, as even I know a dead duck when I see one.)

I was talking with some ppl and we agreed that the Navy Augoror may be the best "bait" ship... slap on a mining laser and a phat tank and warp scramblers and set it to work.

Bah Bellicose does have a stupid bonus but I've used one to great success as a solo pseudo nano ship. With good drone skills I found it to be a lot more effective than a stabber, fits a way better passive tank too. There are definitely worse ships around.
Scythe is pretty much a waste of minerals, and while the typhoon isn't a worthless ship its one of (or is) the most annoying ship in the game to skill for.. Woot only need t2 missiles, guns, AND drones to be effective.

Although I agree I nevertheless build and sell the Procurer with a much bigger percentage margin than Covetor and Retriever ... and it sells well. I don't know what people are doing with the ship, maybe recycling to retrieve very expensive minerals.

I'd say the missle-based frigates other than the Kestrel. Tristan - 2 bonuses to turrets and only 2 turret hardpoints. Breacher/Inquisitor - they fail also. all outperformed by their faster, more agile turret cousins. Incursus/Rifter/Punisher.
Faction Frigates & Cruisers need a bit of work too. I only fly Gallente so can't speak for the other faction frigs really, but Navy comet fails for the same reason as the tristan. Navy Vexor isn't a bad ship in itself, but if you can fly an Ishtar it is just completely better in everyway. A 25% drone speed role bonus or something would make it a bit more cooler .

these ships are a complete waste of time ive got 3 maxed out mining toons and ive never even owned one of these ships.
second most useless ships are probably the assault frigs. there ok for 0.0 ratting if your a total noob. but frankly need a big revamp

There are 2 ships I have a nurtured dislike of;
BURST - Minmi.Frig.II, whilst I understand the reasons behind having a super-crap entry level frigate miner, for those characters that wanted to be a Miner but roled a combat character instead.. If the players involved are that desperate to warp out to an asteroid belt and circle veldspar endlessly, that they cant wait for a bigger ship, did they want to re-evaluate being a Miner in the first place?
OSPREY - Cald.Cruiser.I, this ship I hate.. irrationally. I can see that it has a purpose as entry-level 'everymans' cruiser, it does abit of mining, fits a couple of launchers, has a nice benefit to shield transfers making it a disposable fleet assistant. But I detest it, for its muddled unfocused-ness, and for its glaring lack of symmetry. Stupid ship.

Some of the mining Bargs and Exhumers as BS is much easier to train and can outmine many of the mining-ships (pimpt mining Apoc = ~1200 m3/min (3600 m3/3min) without gangbonus). Just the two biggest Exhumer can outmine it.
Even the Ospray can outmine the smalest Barg.
Some Itarons (2 to 4) as it takes less time to get a Bestower wich is just toped by a Itaron 5.
Destroyers for fights :(. So dam nice ships but hardly worth to train except for salvagers (even there are better resulutions) or Dictos.

I have a Bellicose that I bought while waiting for a Rupture - it's ok for ratting - not the best but not that bad either.
I have a Scythe which is a salvage ship - three tractor beams , 2 salvagers - AB and cargo expanders all along the bottom - just the ticket. Although obviously would insta-pop if a pirate so much as glanced in the wrong direction.
