Sorry to disappoint you, but if CCP WOULD respond, they'd probably tell you that not all issues can be caught on the test server due to it not having the full player load and all. That seems to have been be the standard statement in the past.
Now, I'm sure we both agree a test server that doesn't have the player load of the live server makes it impossible to test some patches, especially a supposedly single number database change for a BPO
This issue we are experiencing now has nothing to do with player load though, obviously.

best idea would be to employ testers who look for bugs and part of the job is to report and get them sorted before anything goes live.
Yes some would slip through but every patch is a beta and should have a dedicated team of bug hunters, who are not on the server to play setups ect but to do as it was setup for test the version and resolve issues.
Just my thoughts.

If you have a schedule, you keep to it. If you know that you can not meet that schedule, then you notify your customers immediately, Period. When something goes wrong at the last minute and causes problems with the scedule, that's understandable, but it should be a rare instance, not a regular occurence. If it becomes regular, then you are not planning your schedule properly.
However, this incident appears to be something that was known about in advance (judging by the timing of this thread). Why was there not some advance warning? This type of action is inexcusable. Yet CCP continues to follow this pattern, less than a day's notice for extended downtimes/patching (or no notice in this case). CCP, you really need to evaluate these fixes on whether it is better to rush the fix immediately, or if it would be better to delay the fix for a day in order to have time to provide proper notice to their customers. If it's not gamebreaking, I'd opt for the latter were I in your shoes.
Also CCP, you have a section for announcements and news, post this information there! What does it matter if the information is not a "major" item, I haven't seen anything in the description of the announcement area that states it is only for major announcements. If it is, then this also needs to be clarified and a "minor announcement" section needs to be identified. People go to your designated announcement section for this type of information. When nothing is posted there, they assume there is no such information. How are they supposed to know to look somewhere else if that's where you tell them the info will be? If players post in the wrong section, the mods fix it. Why does CCP not follow the same rules? This is just another example of CCP's poor communication skills, which indicate to me just how seriously they take these issues and how important they think their customers are.

Thats their QA. Oh wait they dont have one, but the claim to have one. Doubtful that this will ever happen...they're too busy playin catchup with their mistakes.

You gotta have some incentive to play in a smaller community. I played on the EQ test server for a while and they let all testers play the expansions for free. I know its different in EVE since you don't pay for expansions(except for the long downtimes) but I'm sure they could come up with something that would entice players to join the test server.

Indeed and I am very aware of that (it is a problem I also have to deal with on my systems. However there are ways around it - none of them perfect I admit. But in this situation and given the problems I would expect to be able to take a snapshot of the live DB and do a dry run first off . This would at least let them get past the issues they had today and Sunday - problems that only show up on full load and also problems that are a result of player need other contingencies

It is free afaik? I used to use Singularity.
Of course I stopped doing so, with having to make copies of my Eve folder virtually every week because it can NEVER pull a new Singularity patch that applies to the present Sissi client state, and because Sissi is utterly pointless to test some things.
Try replicating for example something that needs a fancy ship, like a Nightmare or an officer mod. Sure, you can buy BASIC items on Sissi for 1 ISK but unless you're a school kid that monitors Sissi for the latest database load, then jumps instantly on one of the leftover contracts for said item before they vanish, there's no chance you'll ever get to test anything except market items. --

Am no9t sure, i alwys though Tranquility is the test server. A live server cant have that much problems ..

Just for the record, I totally agree with you. I was just being somewhat sarcastic, because there's basically two options: a) they didn't test a basic patch, or b) they have a complex patch which maybe WAS at least hard to test, but they pass it off to us for the last hour or so as a BPO number change. --

There is something that should be known to any kind of IT Manager or Developer, it's called Change Managment. Without a proper Change Management in place you have failures such as have occured here.
You have a patch that won't effect the playing time, then you still need to pass this through change management, and part of that scheduling would be an advance notice to the player base. Let the player base then make a decision based on past "Minor Fix that won't effect maintenance time" if they want to prepare for the worse case senerio based on history.
