Perhaps a key/click to "struck colors" would be a good solution for the victims of piracy. If a pilot "strucks colors" his ship automatically stops, aborts warp alingning and gets a white fat square. If he enables any item or moves ship the white fat square is removed and he has a 20 second delay to go on.
This idea because pirates have simply not enought time to decide if they want to toll a ship or destroy it. For example a frigate is simply to fast to get the pirate gang to hold fire. So we mostly decide just to destroy the ship and get the loot. But we saw a lot of people writing "stop, donŠt kill me" in local - too late to hold fire.

I like this idea alot. It would finally ease some of the thoughts of people who are saying " if i go any lower than 0.5 security space, I will loose my ship."
Right now too many people have this common fear that for some reason pirates are going to insta-gank you as soon as you step foot into any 0.4 or lower systems. So people end up avoiding them like the plauge, and hug empire space to no end. At least with this idea they can toss up the white flag and have a bit better chance of surviving.

I think it would make the game much nicer, less hatemails, more roleplaying, less brutal destruction but more realistic piracy.
-őőh, CCP, donŠt forget to make it possible to stop a ship at a gate. The less time you let the pirates, the more likely they will just destroy the pray.

I like that too. Thing like that can save a lot of isk.
For example, last night you podded me, your loot was 25-30mil worth, but my loss was at least 80mil considering implants value. My pain was a lot bigger than your joy. "Struck collors" could ease pain in the future.

Imagine my work: your ship warps in, i lock it, enable two 20k warp-scramblers on you. You might have mwds or 3 warpcorestabs, so i press F1-F8 to "disable" all warpcorestabs and mwds as fast as possible. If i would see a white square in time i could hold fire, because i would be sure you donŠt warp or move for 20 seconds. Now there is time to discuss the toll details, we could also scan your ship hold and since i donŠt like all the crap people have in their holds, i would be happy to get some ISK and you would be happy to loose only 10 mil instead of 80.

"Struck colors" option must have more meaning: Any weapon of attacking ships must be blocked if trying to shoot on surending ship, also all smarboms in all ships in area must be blocked. If not, whats the point of surending? Mean player will kill you surending or not. Furthermore if smartbombs are not blocked, anyone can go close and kill you with smarts.

I like this idea in the way that it's like sticking your hands in the air to show that you surender. if the atacker then kills you or not is up to him, but he can't claim that you where about to do somthing nasty to him, since you where there, surendering with all modules and engines disabled...
I would also tie this into a keyboard button if possible, so that you dont have to go tru menu after menu to surender, costing precious time, but could yust slam a button on your keyboard... (F9 or so )

Excellent idea, having been tolled a few times and lost a few ships to player pirates i can tell you which i "prefer".
(Only poss downside i can see is that it would open me up 100% to a PK'er without even that slender hope of escape. Still, gets my vote anyway).

It's similar to Setec's idea, but the roles have been switched (it's the pirate who has the 'nonlethal' switch in Setec's version).
I actually think it would work better if pirates somehow had the option of stopping ships without killing them, as per Setec's idea. Too often I've heard tales of people rather self-destructing than giving up. You are right. But consider todays piracy: destroying ship is fun, podding is even more fun. No point in surending if there is no benefit. Benefit must be surviving for victim and profit for pirate. On the other hand, what about people that simple want to kill without reason? They will be shocked when someone surender. Bottom line: "struck collors" is utopia

AFK people shouldnt be considered.
As pirate Hunters, would be nice if people could white flag for us too, it can never be a bad thing to discuss the reasons for the pirates impending death, just incase there is a sitaution we are unaware of.
As for the "charge shields, charge cap and run" thoughts, in that 20 seconds, you would be warp scrambled and stas anyway, the 20 seconds simply allows you time to barter your way to freedom if your arrester is a pirate, or talk your way out of going boom if you been caught by us (if you been caught by us, you are a bad bad boy though, so would take some talking).

Do you even try to talk to our NPC-rat friends? No, you kill without warning, you donŠt even try to toll them ! Second reason to destroy pods is that the people warn other ships if we let them go alive. ThatŠs why we send them to a base, hoping itŠs far away. Thank the people that sit at gates and warn everybody incomming. Thank the people that we let pass alive and their hatemails we read after beeing kind to them.

They must be able to freeze the state of your ship.... so if you have zero shields, Struck your colors, but don't like the terms and reactivate, your ship is in the same state as it was in before...only extra thing would be to have a time limit or something so you wouldn't be able to stay invulnerable forever...
This is one of the best ideas I've heard in a long time, pirates get an opportunity to actually toll people, us poor honest joes get a chance to survive and avoid both finacial and emotional disasters...
So what's not to like about it...?
But we'll have to wait for the new criminal flagging system that CCP says is coming....SoonÖ

ItŠs enought that people can use the cloaking exploit (that is still called a "valid tactic" by CCP) and can use bookmarks (that are still ingame to save the alliances and make us toast n00bs).

Call it a "Stasis field". It can be used both tactically, and to surrender. It encloses the ship in an invulnerability shield while also zeroing velocity.
Obviously the device would be useful in a fleet battle where the enemy fleet is concentrating on -one- ship - that ship could activate the field to avoid instant destruction.

An after we let some people pass that started to warn everyone to proced their journey, why should we let them go alive?
A lot of people just say "fu.. you" when opneing the toll convo or they are AFK, have autoreject convo "on" or reject -->podkill. A lso they try to tricj us and donŠt stop their pods, write they will pay but move towards the gate. Afetr 5-6 of these individuals, we podkill everything. If we wouldnt podkill at all, who would pay ISK???
Struck colors is a solution. Remove instajumps and cloaking exploit nessesairy too. Killing ships that gave up should cause concord to podkill the pirate in empire space too. Would make pirates think twice to destroy a ship with white flag.

My point was i was in a pod, warp scrambled and webbed, willing to pay, and for all you know i could have had 40mils worth of implants(i had none) There was no way for me to escape, you didnt even try to toll me.

I am -10, there is no reason for me to hold fire cause i will be -10 for years and will never be at 0 if i podkill or not. Read it again ...itŠs not nessesairy to destroy a ship that struck its colors. There is plenty of time, the pray could avoid beeing destroyed, no need to write the hatemail after destruction and i could order the pray to log of or leave to a different gate after tolling, so that the pilot canŠt warn other ships. I could also order him to stay and watch the show in "white flag" modus. If he disables white flag modus without beeing allowed he has 20 seconds delay, so he can be warp scrambled or shot at again if he trys to trick us that way.

i vote No for this idea. i vote a very emphatic Yes for upgrading sentry guns to prevent these massacres happening in empire space. evidently, a pirate's life is far too easy.
please stop camping empire gates and go back to 0.0 or, at the very least, the <0.5 asteroid fields where we expect pvp.

And i told you why: ships could have up to 8 warpcorestabs and 2 mwds. Best way to stop them is to destroy them. Pods go to next system and start to warn the traffic. They also are mostly not nice in convos, so we better pod them to give them a reason for bad talking. Another reason: i do damage to them when they lose implants and pay for another clone - this means they might have problems to buy a BS and hunt me with 10-20 friends. Next reason: if we donŠt podkill people, why should people we toll in their pods pay?

This is a good idea, however, the deal needs to work both ways - there needs to be some way for the person who is 'striking colours' to know that they will not be killed anyway. Otherwise, someone could just jump into a pirate, 'strike their colours' and then not be able to do anything while they are slowly pounded to death. It needs to offer assurance to the toller that their prey won't run, and needs to offer assurance to the prey that they won't be ganked anyway. Else noone will bother doing it if they think they'll just end up in a worse-off position, and it'll be exactly the same situation.

We have been in 0.0 for months, that's where the fun is for me, but the profit is in 0.1-0.4 systems. If you want us to go back to 0.0 attacking alliances then just transfer me and other corps' ceos all the money we need to cover our losses. I wish this to be on a weekly basis, we can discuss about the amount of cash in a private conversation if you want.

Nope, itŠs the pilots decision and only a feature. Nobody has to struck the colors. TheyŠll just be able to do if they want. For example an indy, 6x warpscrambled and double webbed should try it, because heŠll die anyway if he doesnt give up to move towards the gate or away from it. And i said that concord should podkill players in 1.0-0.5 that destroyed ships that used the feature. There is a difference between firing at ships that are still figthing or trying to escape and ships that have struck the colors. One thing is war/piracy the other psychopathic murdering.

Somehow I can't see people flying a surrender flag if they can escape, so the only people using this will be those who are about to get ganked anyway.
Letting those who cant escape declare themselves invulnerable is just stupid. If you dont want to take the risk that the pirate might gank you anyway, this isnt mandatory. Perhaps you change your mind after you got podkilled 5 x in an indy and lost tons of items you need and we sell for low price to get fast money. Would be much easier for you to have time to pay a toll instead of buying new clone, new ship, new items ore minerals or whatever you had loaded.

Invulnerability, boo. Striking your colors does not and should not in EVE give you any certainty of living. It's an agreement of gentlemen: "We've struck, our guns have fallen silent, please stop shooting at us whilst you send a prize crew and lift me sword from me waist."
There's enough idiocy with invulnerability already; see cloak logging. There's no need for more things that will be exploited.
However, a command to vast firing, stop moving, and have a brilliantly bright signal denoting, "Don't blow me up plz. " would be great. Pirates wouldn't have to accidently blow you and your implants to kingdom come simply because they don't know if you're really stopping, or trying to run - it'd be pretty obvious.
Naturally, some people just won't care. Others will launch a few too many torpedos before you strike. Well, Protien Delicacies happen, as well they should. 
I'd also love to see a way to take possession more easily if you have infact gotten them out of their ship. Your choices now are to have someone fly out with a shuttle, or lose your own ship. Maybe some sort of navigational drones that move really slow and allow the ship to be rather easily retaken while in transit, up until the point when it'll dock with a pre-designated station.

The whole problem with pirating is the fact that it takes far too long to start convo's so it's easier to kill people on sight. My solution, three buttons: 1) Surrender or Die! Sends a popup-window or warning of some sort to the target instantly which needs to be replied to by the next two buttons. 2) Yield Sends a Yield response to the pirate, stops his weapons from firing until he turns them back on and brings the yielding ship to a complete lockdown(no cap/shield recharge and no module useage allowed) 3) You'll never catch me scum!!! Sends the 'up yours' signal back to the pirate and everything continues as if no comms had happened at all. Just my 2pc worth. Nul.

The only way this could work is if the surrendering ship has at least some assurance that they will not be fired on while they have their white flag up and it needs to be more than just the pirate's word. If the surrendered ship cannot be targeted while the flag is up but it also can't activate any modules, then we're onto something.
If they log at that point the pirates would have a chance to destroy the ship, it's not the same as logging while cloaked. If the ship takes down the flag, game on.
But seriously, I find it hard to believe that Lifewire and his pals would accept any surrenders with this feature as we were just told that they podkill so other players can't be warned. So why let anyone go?

Affirmative! Most people will try to flee as usual. An indy pilot might think - no chance to get out alive and presses the key by visual contact to pirate ships because his chances to warp are very bad. A BS might wait until his shield is down. If he waits to long missiles and torps will take him out, so "shield down" would be the right time for a BS pilot to struck colors. Frigates have to make their decision fast: try to warp/mwd or give up fast before a 1400mmm hits with 1000 damage.
This feature isnt only good for pirates - alliance navys and pirate hunters will be able to stop their enemys and discuss the terms of capitulation. For example pirate hunters manage to catch me and i give up. Then they start to think, isnt that a nice BS? Why destroy it, the bastard should eject and we let him go alive for that BS...or they just blow me up without discussion. I am sure they will do that - so i guess: i donŠt need the key

Here's my suggestion...
"Order Ship to Stand Down"
A simple button on the right-click menu that the attacking ship can access. When it's used, the target gets a little pop-up window that reads...
"Serious Badguy", in a Raven, has ordered you to stand down. Do you agree to parlay and discuss terms for free passage? (YES) (NO)
If the target says NO, the game goes on as usual.
If the target says YES, both ships enter parlay... both ship's speeds drop to zero, all modules deactivate, cap & shield recharge rates drop to zero, and a parlay window opens... this window is a chat window combined with a trade window (for easy exchange of items/currency as terms of surrender). At the bottom of the parlay window are 2 buttons... (ACCEPT PARLAY) or (END WITHOUT ACCEPTING).
If either player ends the parlay without accepting, the game goes right back to where it was.
If both players accept the parlay, the transfer goes through and the attacker loses target lock on the target. The attacker can no longer lock the same ship for a short time (say 15 minutes or so?).
Now to avoid those who would exploit a parlay situation for a battle advantage... if either ship involved in parlay is fired on, BOTH ships immediately emergency warp away from the location.
This works for pirates who want to get a toll paid without having to gun a guy down to get it. This works for alliances who want to collect a fee for entrance to their areas. This works for the poor saps under attack, since they have some insurance that they will not be slaughtered while negotiating. And it keeps with the feel of the game.
What do ya think? 
ADDITION: Quick sidenote...
This could be a two-way street too... maybe you should have the target could have a "Request Parlay" option for when they are getting attacked? Tho I'm not sure how that would work once you're actually being fired on. It shouldn't be exploitable where a pilot under attack can just ask for parlay on the off chance of getting a luck e-warp away.

Totally agree with this idea...i spend alot of my time roleplaying being a pirate, this would give me the tools to do it properly and make it fun for every1.
To the guy who got podded while webbed, it was probably me who had you webbed. Your podding was accidental. The reason behind this is when another person warps in most of our gang use a gun to lock and forget that they have a pod already locked. This happened 4 times while I was there yesterday.

Looks like most people want to have the option in combat situations that canŠt be won. It would be no shame to give up in an Indy or ournumbered 5:1 to save the crew. A shame would be to kill a ship with white flag.
If you add the code, plz make sure it cannot be exploited by log off. Leave white flag modus --> 20 second delay while the white square disapears instantly.
The option could also be added to strike colors vs NPC-ships. For example: guristas would stop firing and steal all cargo+remove good items from the ship. Police/sentrys could do the same: remove everything and grab the pirates wallet. If he leaves the system the money gets a bounty on his head.

didn't have time to read everything, but i like the idea. also think that in addition to white-flagging (blinking fat white square?) and all modules being turned off automaticly, shield recharge should be halted.
