The US Navy has apparently been busy. They have been focusing heavily on the next generation of weapons and propulsion systems, including Microwave, Laser, and Electromagnetic-Kinetic weapons, more commonly known as railguns. What specifically surprised me was the fact that the Navy plans to deploy these systems as early as 2011, on their DD(X) Frigates. The range of these rail guns is estimated to be over 250 miles.

I don't see why you should be surprised - we've had working railgun prototypes as early as 1986. Funded by the US Government, several US universities have taken part in nearly every stage of the development of railgun technology. Everything but the targetting system is unclass, so feel free to Google it.
The hardest part was to create a power cell small enough to be mobile. Having a nuclear reactor onboard, ships don't really worry about that... Seriously, the power cell is the only real obstacle, hence why we are seeing ship-based railguns yet nothing for tanks. Even with a small 25mm tungsten-carbide rail delivery system, there's just no way to fit a replenishable power cell on a tank. Projected timelines for tank-based railgun weapon systems is so far away it's not even being considered.
At least, it wasn't in the mid 90's when I [Edit for content]... 
BTW: seeing what a real railgun can do is mind-boggling

Railguns utilise Coils or Rails to achieve acceleration of a Magnetically affected mass (Usual Nickel Slug) to extreme speed, due to the speed of the projectile involved the mass can still be very small and yet carry massive damage...So the power supply will have to be huge (The BS Reactor as mentioned) but the gun could be very small, possibly only a couple of inches in bore. The theory of Guass Cannons (Coil Driven) or Railguns (Rail Driven) is well old, so its not a BIG shock they've got it on the way 
The whole thing was started by some German Prof. called Guass, thus the Guass Cannon...

Aye, doesn't it suck when technology is stopped only by nature? The only thing stopping those guns from existing is a lack of a powerful enough cooling system.

Looking at the velocity on those rail guns... bet they could peg a aircraft with a ship mounted one if they had a good enough targeting system.
