I also have read devs say they are "offering" us a free expansion. Based on these facts it only makes sense that we can decline these "offered" free expansions just like one can decline to pay for one of CCP's competitors expansions. Therefore, after checking out the new free expansion named Quantum Rise, I have decided to not accept this particular expansion.
Why have I decided to decline the offer of this expansion? Let me just hit on a few of my reasons:
Stackless IO/Eve 64 bit - The fact you are trying to say this is part of your "expansion" is laughable. You already deployed it. It is a tool for you to use to make the game function properly. It would be like saying you have bought some new blades and counting that as an expansion.
UI changes - All I have to say is, "Did you really keep T20 for this?"
Speed Rebalanced - When you announced you were tackling the speed problem I really didn't believe you could make things worse. You have proved me wrong. The idea was to allow for greater variety in set-ups, instead you have made it so there are only 2 viable damage dealers, lasers and rails. You have asked for feedback from the community; why aren't you paying any attention?
Orca - The only new ship. It does a bunch of thing poorly, and nothing well. Again you have asked for community feedback and yet ignored all suggestions.
Medals/Certificates - Really? Are we five year olds looking for pretty ribbons? Who do you think plays this game?
New Stargates - I gotta admit, they look nice. Of course the current ones look nice too.
Improved Autopilot - The only real reason for this is so we can avoid Jita. We need to avoid Jita because in the past your servers couldn't handle the load.
GTC/Pilot License - I've posted before what I think of your GTC's and I won't repeat myself on them. But I will say this is just asking for trouble (i.e. scam petitions, monopolies, etc...)
Due to these reasons and many more I could mention, I have decided to decline your offer of a free "expansion" at this time. Thanks anyway, I know you work hard, but this one isn't for me.
(For the forum *****s, no I am not quiting, no you may not have my stuff, and yes I am aware this is a very emo whine )

The double nerf to the webbers is ****ed up.
who gave this guy his job anyways.
Remember that carrier nerf?
At the last fan fest all the ccp employees introduced themselves as the name of the guy who put forward that horendous nerf for a reason.
I wonder if they'll have to do the same this year.

It's not an optional expansion(without going into the psychological "mandatory" expansion buying of other games), true it's free where other games charge, but expansion does not include the "optional" in the definition.

The double-nerf to the webber is the best thing about the patch, and a necessary counterbalance to the speed nerf. AFs will finally become useful at close-range. Who knows, maybe even tech 1 frigates will have a proper role now.

Look, I'm obviosly not saying I won't download the patch, I am simply trying to make some points. The "expansion" is thin and not very attractive IMO. The whole "free expansion" marketing ploy is BS, it isn't the same as the competitions optional patches that you must buy as it is required to play the game.

While I cant agree with everything the OPs states Im also pretty fed up with CCP's marketing strategy.
Quantum Rise is any sort of expansion - sure it resolves some of the lag issues that have made the game unplayable for many, but that's not 'expanding' game content just making current content accesible.
CCPs Marketing Department are pretty hopeless:
We get a botched proclamation that 30/90day GTCs are going out.
The new 'industry patch' is a damp squib throughout.
Ghost Training.
EVE TV will only show the recording of Fanfest up to 2 Weeks after the event. (Trust me Im not tuning into the news in 2 weeks after the event to find what happend in the US Elections...)
Instead we get a new patch who's stand out feature is to enable game time purchases from inside the game - no doubt easing marketing fears of how they manage the revenue flow.
All in all its pretty useless PR performance.

Hey, if by some absurd reason he actually quits, I have his corp has dibs for his stuff anyway, so quit fidgeting  The man has a point (even if I don't completely agree with his point) - this is probably the "thinnest" expansion, content-wise, and a lot of the things changed in it aren't exactly what anybody would have wanted. And since we won't really quit (we like the overall game too much) and we can't exactly "opt out" of the expansion (his main point), all we have left is complain about it

nano nerf whine, grow up, eve evolving, and those who dont go with it wont survive (I.E. Quit) its nature, natural selection, i for one am looking forward TO EVERYTHING IN THE EXPANSION! i have a feeling you will be a wow player in a couple weeks when your nano'ed ishtar cant solo 3 battleships anymore...

I use it alot in 0.0 to avoid to crowded systems. Although it is prob made in a day, cus you just need to exclude the system from the algoritm.

Oh my, a non-coder commenting on how long a feature would take to implement. Congratulations, you're PHB material of the best sort.
I, on the other hand, am rather impressed by the architectural changes they went through to get the lag killed, and the amount of work that the speed nerf must have taken. Those alone make it worth the name 'expansion'.

Whinging about getting new stuff, however little of it you perceive their to be, is pointless. What do you think they're going to do about it?
