Screw the timers alltogether, how about...
If you agress someone, you can't dock until you're no longer getting shot back by them. If you got the balls to start a fight, you ain't goin nowhere til you finish it.
Scotty ain't gonna let anyone in his docking ramp when there's hot lead flying at them.

Disallow ANY aggressive action within 5km of a station, just like smart-bombs cannot be used .. presto no more docking games. Would fit a lot better with your idea of station defence systems.
The fighting at the undock points in the hub systems creates an insane amount and unnecessary of lag for people coming and going and it should be removed NOT improved.
We have a very fast and effective probing system now, probes can be pre-deployed in a "camped" system and targets can be warped to in seconds with a bit of preparation. Remove docking games and the fights will be at gates, planets and safespots .. just like Goddess intended.

I agree that the timer needs a bit of a tweak. If you are foolish enough to play docking games when most likely overwhelmed, well you die. Something like two minutes or so would be useful as if you think it would be cutting it close without annoying. 5 minutes I think I saw too. Signed on for a timer change. Specially when it is 30 seconds before somebody can even shoot you and some stations have insane bubble range.

let us use tractor beams on ships we have agro against, just have a 5 minute cooldown timer on the ship itself after 20 seconds of being tractord by a destroyer tugboat with 8 of the things on ^^ |

I propose they do something different than just playing around with timers, because that for the most part will really put a damper on what you can and can't do and just simply make the whole process painfull without really helping things out or do anything for the game in terms of PvP and immersion.
In order to eliminate station Peek-a-boo. Each station would have a series of docking beacons set as an outer perimeter. You must be at the beacon before you can request to dock. Guns will be out there to protect traffic. To keep the insta-docking game from just moving farther out you are going to have to align and then short warp that last leg in to dock.
There should be more than one docking beacon. A single beacon would make too tight of a choke point. I would say at least one for each point of the axis. (X+-, Y+-, Z+-)
It could be done the same way without beacons, by simply requiring all requests to dock to be farther out than a distance X from the station. You undock and must go to say at least minimum warp distance before you can dock, but you undock at zero just like you do now.

Fix docking ranges then look at the timers
Stations where you can still dock even though you're over 20km from the station itself is ****ed. It should be less than 5, and it should apply to ALL stations, seeing as a tiny portion leave you no breathing space at all, but others have a 50km globe of invulnerability around them
