This seem to me like an attempt to balance the mechanics so that it was still possible to hi-sec gank players at the expense of a tough sec status hit.
Now I recently got ganked at a gate in jita (don't rage me for it, i don't go there often), i was lagging, I was in a harpy that had a pithi shield booster on it (worth about 30 mil). when the lag stopped i was in a pod, afterwhich I was totally surprised that someone would gank a 40 mil worth harpy and have to live with the massive sec hit. so i looked up the guy and found him to be -10 ?????
So from this and a little investigation, I found this guy gets an alt to supply him a ship in space which he then boards, then when an alt finds a suitable target, the outlaw warps to his alt, ganks the ship then his alt collects the loot and buys him a new ship wich he then boards again, and the process is repeated. also if he wants to go do something else he just clone jumps to his preferred lo-sec/null sec hideout.
Edit: i thought that he was cloaking originally but all the "experts" quickly came out of the woodwork to remedy my mistake. hehe they must have it down pat.
So I sent this guy an eve mail and gave him props for thinking of it, he told me he actually loses 10 mil each time he pops and he does this all the time, and its how he makes his isk for all his accounts.
So in conclusion it seems there is ways of avoiding any consequence when suicide ganking, which seems to me to sidestep CCP's recent changes and intentions. Im not against suicide ganking at all and i think it is a viable part of the game, it just surprises me when players can do it with no ramifications.
I think some good changes to rectify this would be remove insurance payouts on ships that result from concord/police kills and/or implement a design to not allow a ship to be boarded in high sec space if your security rating is below -5.
So what do you reckon? is it unbalanced gameplay
And NO, you can't have my stuff, I'm not leaving EVE. I'm actually thinking of trying this myself, would be a good income stream for an alt slot until CCP does something about -5 and lower sec-status players rampaging through hi-sec.

Was transporting 300m in rigs in a Crusader the other day. Was browsing the web and notice a flash on the screen. Click on EVE and see a red flashy Manticore getting wtfpwnbbqed by concord. Also notice I'm at 90% armor. Salvaged Manticore wreck and continued on my way.
It seems to be balanced. 
Sorry but this has to be done....

clone jumped to highsec and undocked in a BS w/ cloak.
Another fun method is having an Orca friend keep ships for you and sit in a safespot. You warp to him in a pod and grab a ship and go kill something before police arrive

his security status is below -5 which means anybody can fire upon his ship with out concord intervention anywhere in new eden (high sec, low sec etc) and Empire police npc's will fire upon him when he jumps thru a gate unless he is in a pod. but because he doesn't leave the system the police npc's don't shoot him and he is cloaked so players can't shoot him either, all he does is uncloak when he wants to gank someone. |

People are always suicide ganking the perimeter gate in Jita.
I was there in a gang the other night, saw 3-4 bs's go flashy and there was turrets firing and fireworks and stuff.
I collected a ton of 1600 armor plates and shield extenders.

The police jam your cloak if you are of too low a sec status to be in system, so that part of your story is complete tosh... ...so would you like to start again? Or does the whole episode only exist in your head?...

You said you were confused by his being ganked by an outlaw in highsec. I commented that there's nothing strage about this since outlaws can enter highsec and kill people just fine.

you CANNOT undock from a station witha sec stat worse than -5.0. you will get locked down and shot at till you die or you redock no way can you even warp off...
what i dare say is...
he has an alt drop the ship off for him he boards and then... does his thing...

Wait a minute with all this "you can't undock as a red flashy" stuff. I thought that you can't undock without CONCORD coming after you ONLY IF you get killed by CONCORD, dock in your pod, get a new ship, and undock before the countdown expires.
Faction navies don't scram you, and Jita isn't a CONCORD-sovereignty system (is it?) So yes, you should be able to not only undock with -5 status (as long as you don't have a GCC) and even fly around, as long as you can handle faction navy damage for a bit.
Not sure how jumping out of system once engaged by faction navies works though.

There's a problem with the cops showing up if you board a ship, the check is only at undock/jump in, so he never gets any ships coming after him because he's using an alt to drop ships which he boards with his pod. No NPCs ever bother him, so the OP is right, the consequences to being -10 are easily avoided.
CCP is aware of this and will hopefully fix it soon. ---

IMO, no, it's completely fine. But this is a nice time point out, again, that every single method of for-profit suicide ganking is preventable by the targeted pilot taking proper precautions. The only suicide ganks that are guaranteed to succeed are massive overkills for laughs/revenge.

This is actually considered "illegal" by CCP I believe, or maybe it was labelled as an Exploit. Either way, i'm pretty sure you're not allowed to do this anymore.

You are on the CSM (two terms) and are actively advising/commenting/lobbying with CCP on suicide ganking

Concord doesnt show until the criminal act is committed. the navvies show when u undock OR board a ship with bad sec pilots.

This did happen, I just dunno how it happened, I assumed he was cloaking. My screen wasn't updating for me to see what actually happened, all I seen was me in my pod and a guy in an iteron looting my wreck when the client finally updated.
Thanks to the CSM for posting, It seems as tho CCP already think that this is unbalanced which is good, If a player wants to take unlawful actions against another, they should not be able to side step the resulting penalties
