It wont really nerf Covert Ops/Recons that dont go AFK because as soon as you spot probes on scanner you can just warp around. Also about finding the people who are cloaked, this is where the bombers are needed imo, you can use drone ships or you ...

Add plates/extenders. Add resist moduales. Theorectically its not 'that' difficult though in reality your setup will become weak to other things.
