A site will only despawn if you have hit the trigger, which is usually killing the last NPC, hacking a can etc. Otherwise it stays 3 downtimes. YARR!

The problem is if they shoot a member of a fleet, then only that guy can shoot back, so the rest of the fleet has to watch as they die, or risk sentry aggro/ sec hit. YARR!

Plexes do not respawn until run or downtime, and people open up as many as possible in uncontested systems towards the back of the FW area, so defenders don't run them and attackers don't bother coming close because they are all blobbing in Tama. ...
