No its not a proper ban merely a part of the legal system which can be applied automaticaly by Concord. Therefore not every case would be viewed individually it would just be there as a normal feature.

Yeah i took a look at my map the other night and saw 50 ships destroyed in that region. Luckily the detour wasn't very far but it would have been nice to see some local corps attempting to shift the blockade.
