As I understand it, of the 8 important missions, 1 is the implant mission. Every L3 agent has a selection of important missions available, with the implant mission being one of them.

As far as I am aware, faction rating has no effect on EQ. EQ (and thus RP's) is only affected by Negotiations, Connections, Diplomacy, Fast Talk, and Criminal Connections. (Not all may apply).
