How about a dynamic system based upon how many missions you run? The more missions you run the higher the payout. The agent quality would change for you based upon your corp standings. Thats what it is now except you need to find a specific agent...

Eve is very dialup friendly, well slightly more than WoW and sometime possibly worse. You're not going to be able to do big group PvP, but you may be able to do small group PvP, missioning should be fine as well as mining. Just stay away from pop...

I support the addition of High sec far out away from Empire sec, possibly as a whole new grouping of regions on the Z axis. Just make it so you can't fly direct from Empire to the new high sec.

The more crowded high-sec gets the more attractive low-sec gets. It just has to reach a point where its more profitable to go to low sec and lose ships than compete for high sec ore with 6 people in each belt.

Indeed. The reason that lots of 0.0 and low sec is empty is because the risk is not worth the reward. They need to put missions out there, and fix the true sec standing of many areas.
