I agree wholeheartely with the low sec comment. In 1.0 to .7 systems noone looks at local. Go into a .6 or .5 and you can say hi to the ppl in local and usually build up a bit of warm fuzziness that way. The system where I "live" is great. Same ...

Just to confuse matters. Theres ROF and damage. If gun X does 10 damage every 10 seconds. Over a minute you have 60 damage. Gun Y does 5 damage every 5 seconds. Over a minute you have 60 damamge. Is gun Y better?

The second idea is the single biggest problem with probes atm. A safespotted person scans for probes, sees them and logs. Option 1 may be viable but you would have to find quite a few to cover the +-135k cost of scanning.
