In the case of the typhoon you could fit 10 heavies and a lot of light drones. If you need to kill REALLY fast frigates, hoards of light drones are the only thing near quick enough.

I've found jaspet in .4 As others said, if you are new and vulnerable, stay in .5 and above. Dont be afraid to go to lower sec systems but its a bit pointless when you can mine scordite for almost as much reward and less danger.

In nossing range a lot of ships will struggle with that setup/ The problem is the apoc has got oodles of cap especially with high bs skills. All I can think of adding is drones.
