I'm a bit curious as to why the NPC bounty system was changed to add a 15-20 minute delay in the rewards payout. There are no delays in payments for any other profession in Eve so why ratting?

I haven't read all 12 pages yet so bear with me if this has been addressed. Hovering over a skill in training (on the Character screen) doesn't show the time remaining. In fact there is no way to see how much training time is left on a skill.
