These are "Important" missions (listed as important in your journal). You get offered them after completing a certain number of missions. Keep doing missions (for the same agent/corp, IIRC) and eventually you'll get one. It usually takes me 13-15 ...

Just a heads up on COSMOS missions. If you're going to do them, check out the COSMOS thread. Some missions can be extremely difficult (or impossible if you don't have or know someone with the Hacking or Archaeology mini-profession skills).

I've gotten bpcs from: Retin Ariato, Hansu Turu and Ryuki Sakkaro in Ishisomo. I've heard of others doing the same missions and not getting the same/any bpcs. Maybe it's just random, not sure.
