41. Does warp velocity affect warp acceleration - in EVE General Discussion [original thread]
I believe its doubled from a 'base warp speed' as opposed to the speed of the ship before it enters warp. The base warp speed is the same for all ships, otherwise the faster ships would accelerate faster which has already been proven incorrect.

Nothing to do with number of people on the server, just means lots of people tried to log in at the same time so the authentication server is busy and put you in a queue. It can only process so many login requests at a time.
