For small gangs I would train something like HAC, Recon, or Commandship 5 over training for a carrier or dread. If I had to choose one, carrier is more useful in more situations probably to a small gang than a dread is, but neither is worth deploy...

My experience with the Dominix in level 4s is that it is a good ship, very durable, ok DPS at all ranges. If I remember right my mission domi has 1200 dps tank (with implants) and 500ish DPS with heavy/sentry drones. Sentrys will hit the small stu...
