I think this idea has certain merit. It would force fleets to break up into smaller subgroups working independently instead of putting all the blob shooting at one target. Would open whole new ideas for fleet combat.

Yup. It's deliberate. You go to battle with whatever drones you loaded up. Prevents insane dronespamming (not that biggest gallente ships would not have huge dronebays. which I am not complaining about since I'm gallente using drones!)

Ehm... You could for example put them in a group and rightclick on the group bar to give orders to all. And IIRC same works when you click on "Local space" bar.
