An ingame monument at the location where his character is currently located would be fitting. Renaming a system.. I dunno, might be hard to implement. If a monument is too great then perhaps a new ingame NPC called Vile Rat with Vile Rats ingame...

Depends on how much time you're willing to spend on it but I'd say that for everything smaller than a capital ship a good ME is 20-40. PE 20. Capital ship BPOs take ages to research so ME/PE 10 is pretty good.
