I would like to point out that missions in empire now are more like doing missions in 0.0 pre patch. As I have said somewhere else , seen from 0.0 missions are not nerfed.

Missions in 0.0 didnt change much. So seen from 0.0 there wasn't any nerf. :-D They only get tags out there and they where as crappy as the bounties in empire are now.

Think it is more like a module that assist the gang commander to do stuff faster/better. To use these modules you need a leader , but to run a logistics support you need an engineer.

LP , rewards and time bonus are made on after average time people use to finsih it. On singularity noone had done the mission before , so you get minimum pay. it will go up after a coupple of week on TQ.
