Pretty much. (Assuming you're talking about sub-capitals) The fleet commands have beastly tanks. Some BS's can tank like crazy too. As well as the Drake.

What's all this talk of melting? There are many great verbs for what pain this ship will bring to you, but melting is laser work. Seems dirty to associate melting with Minmatar. They deserve better.

So is premium lite kinda like what we have now when you run the premium client but disable premium graphics? I play that way not because my PC can't handle it, but because I really dislike the premium graphics on some ships.

I went that route first. The newest old ones I could find were from almost a year ago. Seems all of the Phoon's 3 weapon systems have been "tweaked" since then.

Having one of the four field commands be better for group PVE is a good thing. If you really want the NH to be easily compared to the other field commands then ask for it to be changed to a rail platform. It is a ferox hull after all. Then you can...
