So what you are saying is that a 500-men alliance should completely have to change everything just because someone who abuses alt mechanics decided to wardec them?
95% of the wardecs have nothing to do with disrupting logistics, removing those miners from 'your' belt, etc. But all about getting easy kills because they are too scared to enter low sec/0.0. And then they come whining on the forums that their targets dont nicely line up and get shot. ---------------------------------------------

Look. Before getting into your motives or choices in your way of fighting, I want to address your apparent want that people should be sitting 4 au over the system's orbital plane, counting stars or some such nonsense.
There are very limited areas to intereact with people in the "oops, you're dead" kind of way. Those are the specific places where you'd find people whose arms don't have infinite reach. People are going to be where they play the game, so that means they will be relatively short distances from:
Stations Gates Belts Mission Beacons Exploration Sites POSs or any other place that has something interesting to offer over dead, empty space.
This is and always will be where people are. You cannot expect to find them more than 1 grid away from any of the attractions. You are quite right... Space is big. Big, and mostly empty. Finding small people in big space requires work and intelligence on your part. Often, it will require extra intelligence.
Add to the mix the fact that you are alone, hunting a sentient and social creature with readily available communication media to other, likeminded creatures. Now, instead of being able to silently float, and wait for your quarry to pass you on the trail, you're basically waving your weapon and screaming "Sit there a minute!" to all thoses interconnected eyes and ears every time you are near one set.
War-deccing works quite well as long as you have either the manpower to do it solo or are acting on a VERY well selected target (which your killrate suggests you have not done), or some sort of divinity if your choice is to refuse to admit you make a bad choice.
The essesce of solo-PVP is the mixture of your: target selection and skill. Lowsec is where you can employ the methods you use now to actually get a few kills. Even shallow nullsec will afford you the opportunity to beat your chest a bit more. Your expectations using 1 ship designed to scout, or 1 ship designed to catch people WHO COME TO IT, are simply unrealistic. If you doubt that you're doing it wrong, look at your results.
Plenty of people get along just fine killing unwilling targets. You just want to complain publicly about how difficult it is for you. It may have worked wonderfully at some point, I don't care. What you are facing here is a tenet of what makes life as we know it work. Adapt or die.
TL;DR 1) yes, people are only going to be where there is a reason for them to do something. 2) You're doing it wrong. Forget decs, go for a gank or a flip.

Yes. Despite the fact that the OP specifically stated they do this for the challenge of solo hunting people who don't want to fight, what they really meant by that was that they want to shoot fish in a barrel. -

If one wants a quick easy kill get a looting alt grab a domi head to 0.5 and suicide the nearets miner. Otherwise it takes work

yo all
im a high sec greifer and i do it well. atleast 1 kill every time im on i am involved in wars(against carebear corps and the highly specialised mercs they hire) i have had my fair shere of losses due to these mercs and my stupidity. but im not emo ragin about it. its all part of who i am as a pilot in EVE. i have tryed low sec ans a small bit of null sec. and in my opinion high sec greifing is 100% more sucsesful than low or 0.0 PVP
and to all other EMPIRE greifers
grow a set of brass ones and accept who u are, everyone knows u and will run from u, if they dont run they will die because that is what ur good at do'in (shootin idiots)

I agree with the OP that there is a problem with the ability to flee. And I'm coming from an industrial alliance with a hisec wing that regularly suffers the likes of the OP.
The problem is, the wolves, if you will, on their quest to kill sheep, get to choose their level of combat commitment just the same as the fleeing sheep.
In less metaphoric terms, i'd love for some of our 0.0 PVPers to come up to empire for a few days to shut down the people causing our hisec operations and younger players trouble, but they get to run away just as fast. Since our PVPers arent inclined to watch WT's dock all the time, we dont really bother.
The main problem is that EVERYONE gets to choose their level of combat commitment in highsec, and I'd gladly trade in some of the safety our empire dwellers enjoy in return for a chance to put things into balance. This would make the pirate's job more interesting, whilst eliminating 'griefing' whines since the hunted can solve their problems as long as they invest in a capability to defend themselves.
EVE once was a harsh place, it would be nice if both hunter and prey would have a chance to bite each other again... -----

Oh that wont work, people will fly 51km behind gates and bookmark.
Needs to be no bookmarks under 100km from gates ;0
Don't think landing 15km from a gate is sporting though, make it more like 2-3km so freighters don't become unusable.
Anyway, many more important issues to get squared up happening at the moment, sure this will be back on the chalk board one day!

People whine about carebears but exclusively-Empire wardeccers really aren't any different, they're just coming at it from a different angle convincing themselves and others that wardeccing corps of 10 miners with zero PvP interest or experience is some sort of epic fight for the ages. In that respect at least your average carebear isn't pretending to be something he/she isn't.
If you genuinely want some fights, try low-sec on for size. It seems so obvious to me that I'm a bit puzzled as to why I would have to point it out.

Lets put the easy kills griefing stuff to bed. This is what I do.
1. (4 year +) Specially implanted scanning alt, with cov ops skills and able to fly a hulk to pose as a miner. 2. (1-7 days)I set alliances to aweful standing prior to war to ascertain whether they have a presence in empire. 3. During step 2 I add to buddies all allies I find. 4. (1 day)I go through killboards and EvE Search adding to buddies those I dont have. 5. (1-7 days) I try to infiltrate 1 or 2 corporations in the alliance. Add buddies as they are discovered. 6. (2 days) I declare war and offer a ransom that never gets paid, probably because its too easy to escape. 7. (Weeks) I use Excel to log locations of targets, ship types flown, solar systems found in, activities observed to attempt to get a pattern I can use to guestimate where I would best be intercepting certain people. 6. (Days) I check stations with agents available to ascertain location agent locations for the region my targets frequent. I leave a blaster charge at each usable agent location. 7. I fly 900+ scan res max gank no tank phobos (the guy thinking this is stupid obviously never tried to solo catch and kill a warping transport ship with +2 warp str),similiar fast locking max damage arazu or for 1 vs many I use suicide thorax, rokh, or mega (and yes most of my fights and all of my losses are 1 vs many). To defeat the above, all my enemy need do is scroll his local to where I will appear and in many cases (below bc size) they dont even need to do that, I wont be able to lock them before they warp away. won't work, as stated.
instead:
Navigation skill, call it "drive accuracy" and make it a rank 2 skill:
1: 15km 2: 10km 3: 7km 4: 5km 5: 2km, or jump range. mind you it's still 2km away so every so often you won't hit jump range right away.

Navigation is one of the more crucial skills to have in the game, and it's a rank 1 skill that everyone trains to IV or V anyway. The skill thing would only serve to complicate the lives of those who havent trained it yet, i.e. young players. The pirate has no easier job against anyone but the boring newbie kill, everyone else will make a point of training the skill, no matter how big you make the time sink. The pirate will train it as well of course, meaning he too still chooses his fights. Frankly meaning no change at all.
Must say that as an alternative... i've got nothing...
Delayed mode local and a big increase in agression and docking timers, yes... but we can only hope. -----

I've seen warp to 15km on stations only suggested. So you can run, but you can't hide without getting away first. -
